Nairobi County Demands Clear Boundaries Around State House, JKIA, and Military Zones
In a newly released guide on Nairobi City Development Ordinances and Zones, the City Planning Department listed these areas as priority zones needing urgent boundary clarification.
“We must define these boundaries to improve planning, revenue collection, and service delivery,” said City Planning Director Patrick Odongo.
The guide also highlights Kahawa Barracks, Moi Air Base in Eastleigh, the Defence College in Karen, and Forces Memorial Hospital as zones with unclear limits.

Why Boundaries Matter
Without clear boundaries, Nairobi County struggles to enforce development control. Illegal structures, zoning violations, and planning disputes continue to rise.
“Developers need clarity. We want to ease application procedures and stop inappropriate developments,” Odongo emphasized.
Moreover, revenue collection suffers. Nairobi County collects land rates, signage fees, and business permits. However, installations like State House sit on vast land parcels often exempt from county levies.
“We must know where county taxation applies. Otherwise, we risk overestimating our revenue base,” Odongo noted.
Voting and Administration Impact
Boundary reviews could also affect voter registration and constituency alignment. If land parcels shift, residents and workers may be reassigned to new wards.
Polling stations near JKIA or Lang’ata Barracks might move. Constituencies like Embakasi East could lose thousands of voters tied to airport staff housing.

“This could shrink voter registers and trigger electoral boundary adjustments,” warned a county official.
Urban Planning and Infrastructure
Clear boundaries help regulate building heights, land use, and road networks. Near airports, this is crucial due to air safety restrictions enforced by KCAA.
“We must align county planning with aviation safety. Conflicts must be avoided,” Odongo said.
Infrastructure services like garbage collection, drainage, and fire response also depend on jurisdiction clarity. Nairobi County needs to know where its responsibilities begin and end.
“We want to avoid duplication with national agencies. Clear boundaries help us allocate resources better,” he added.
Security and Jurisdiction
Strategic installations like State House and military barracks require strict jurisdictional clarity. Nairobi County must know where its enforcement officers can operate.
“This will reduce clashes between county askaris and national security forces,” Odongo concluded.
