Ruto Makes New Appointments to Railway Levy Fund, KMTC, Cybersecurity Agency

Ruto Makes New Appointments to Railway Levy Fund, KMTC, Cybersecurity Agency

President William Ruto has made several appointments to key government institutions, including the Kenya Medical Training College (KMTC) and the National Cybersecurity Agency, as his administration reshuffles leadership in strategic public bodies.

Among the changes, the Head of State reappointed Joseah Kiplangat Cheruiyot as Chairperson of the KMTC Board of Management for another three-year term.

Cheruiyot’s new term officially began on Friday, August 21, extending his leadership of the institution responsible for training a significant portion of Kenya’s healthcare workforce.

The reappointment means Cheruiyot will continue working with the KMTC board, management, staff and students as the institution seeks to strengthen medical training and expand its contribution to the country’s healthcare sector.

Cheruiyot Thanks Ruto for Reappointment

Following the announcement, Cheruiyot thanked President Ruto and the Kenya Kwanza administration for renewing their confidence in his leadership.

“I sincerely thank H.E. President William Samoei Ruto and the entire Kenya Kwanza Government for the confidence, trust and honour bestowed upon me through my reappointment as Chairman of the Kenya Medical Training College (KMTC) Board.”

Cheruiyot said he would continue working with various stakeholders at KMTC to improve the institution and maintain high standards in medical education.

He also pledged to support efforts aimed at producing skilled healthcare professionals who can serve the country’s growing health needs.

“I pledge to continue working with the Board, Management, staff and students of KMTC to strengthen the institution, uphold excellence in medical training, and contribute to the development of a competent and dedicated healthcare workforce for our country.”

KMTC plays a central role in Kenya’s health sector by training nurses, clinical officers, medical laboratory professionals and other healthcare workers.

New Chairperson for Cybersecurity Agency

In a separate appointment, President Ruto named Dr Martin Koyabe as the Non-Executive Chairperson of the Board of Directors of the National Cybersecurity Agency.

Koyabe’s appointment also runs for three years and took effect on August 21.

The appointment comes as Kenya continues to strengthen its cybersecurity systems amid increasing digitalisation of government services, financial transactions and private-sector operations.

The cybersecurity agency is expected to play an important role in supporting national efforts to protect critical digital infrastructure and respond to emerging cyber threats.

The government has increasingly prioritised cybersecurity as more public and private services move online.

Appointments Come Ahead of 2027 Election

The latest appointments come less than a year before Kenya’s 2027 General Election, placing renewed focus on government leadership and public service positions.

The Independent Electoral and Boundaries Commission (IEBC) has already published the official timetable for the August 10, 2027 General Election.

Under the election regulations, public officers seeking elective positions are required to resign by February 10, 2027.

The deadline could affect officials in government institutions who intend to transition into elective politics ahead of the polls.

The latest appointments therefore come at a period when political parties and potential candidates are beginning to position themselves for the 2027 election.

The government has continued to make leadership changes across state agencies and public institutions as it implements its programmes.

The appointments to KMTC and the cybersecurity agency are expected to provide continuity and fresh leadership in sectors considered important to Kenya’s healthcare and digital security agendas.

Cheruiyot will now serve another three years at KMTC, while Koyabe begins his three-year tenure at the National Cybersecurity Agency.

The new appointments are expected to take effect immediately, with the respective boards charged with guiding their institutions through the next phase of their operations.
