Murkomen Warns Schools Over Early Reporting Hours Amid Rising Defilement Cases

Interior Cabinet Secretary Kipchumba Murkomen has issued a stern warning to schools that demand students report at unusually early hours. Speaking in Kisii County on Friday, September 12, Murkomen expressed deep concern over the growing number of defilement cases linked to early morning travel.

“In some instances, children are being defiled on their way to school,” Murkomen said. “Some schools require children to be in school by 6am, and you find them leaving their homes around 4am or 5am. This is unacceptable and against the rules that govern our education system,” he added.

Murkomen stressed that many of these crimes are committed by people familiar to the children. He named relatives, teachers, and caregivers among the suspected perpetrators.

“It is heartbreaking that those entrusted with children’s safety are sometimes the ones harming them,” he noted.

With schools preparing to close for the long holiday next month, Murkomen urged local administrators to act swiftly. He called on chiefs and assistant chiefs to raise awareness and ensure all cases of defilement are reported.

“It is a great concern, since children will be going for a long holiday next month and will be home for almost two months, and that can be catastrophic,” Murkomen warned.

He emphasized the need for schools to prioritize student safety and create protective environments.

“We want to ensure that all schools provide support and that children operate in a safe environment,” he concluded.

Murkomen’s remarks came during his visit to Kisii, where he met the county security team, inspected ID and civil registration exercises, and attended a town hall meeting at the County Commissioner’s residence.

Meanwhile, Murkomen’s security tour was briefly overshadowed by an incident in Migori County. On Thursday, Daniel Muchiri, the Officer Commanding Ntimaru Police Station, was arrested for attending a Jukwaa la Usalama forum while intoxicated.

Muchiri was subjected to a breathalyser test and taken to hospital for further examination. He was briefly detained before being booked at Suna East Police Station.

“He was released pending disciplinary action,” confirmed Suna East Sub-County Police Commander Samwel Boit.

The incident has sparked public outrage, with many questioning the professionalism of law enforcement officers tasked with protecting vulnerable communities.

As schools prepare to close, Murkomen’s warning serves as a wake-up call. Children’s safety must come first—at home, on the road, and within school walls
