MPs Question Irregular Transfer of Ksh24B Kenya School of TVET Land Near US Embassy

The National Assembly’s Public Investment Committee (PIC) on Education and Governance, led by Bumula MP Jack Wamboka, is demanding urgent answers after the prime land — belonging to Kenya School of TVET (KSTVET) — reportedly changed hands without proper documentation.

MPs Left Fuming Over Missing Title Deed

KSTVET CEO Edwin Tarno, appearing before the committee on Wednesday, August 6, admitted the school has never received its land title — despite endless follow-ups.

“We have written several letters through the ministries of Education and Land,”
Tarno told the lawmakers.

“The Lands PS responded, saying they are still following up.”

He revealed the institution had written on May 4, 2023, June 2, 2025, and June 15, 2025, but still hit a wall

Transfer Sparks Outrage

Shockingly, Auditor-General Nancy Gathungu disclosed that the land was quietly transferred on February 16, 2022, to the Treasury Cabinet Secretary — acting as trustee for the Ministry of Foreign Affairs.

“The school handed over the title to the Education CS in 2016,”
Gathungu said.
“Then in 2021, the institution was told the lease certificate had been lost.”

She raised alarm over the lack of evidence that KSTVET’s Council approved the transfer.

Committee Summons Top CSs

Now, MPs are turning the heat on key Cabinet Secretaries. The PIC has summoned Treasury CS John Mbadi, Education CS Julius Migos, and Lands CS Alice Wahome to appear and explain how the land slipped through the school’s fingers.

“Why has our 2023 recommendation to return the land not been implemented?”
Wamboka posed furiously.
“I direct the Clerk to summon the three CSs immediately.”

He added that the Ministry of Education was earlier instructed to probe the lease’s disappearance and punish those involved. Yet, the report remains pending.

Parliament Loses Patience with Defiant CSs

This land scandal adds to growing frustration in Parliament, with CSs repeatedly accused of ignoring summons.

“We cannot allow blatant disrespect of House decisions,”
said a visibly angry MP.

The case has left Kenyans stunned and raised fears over how many other multi-billion public properties might have been grabbed under the radar.
