Sakaja Appoints New Urban Planning Chief After EACC Arrest of Senior Officer
In a statement issued on Friday, June 5, Governor Sakaja announced the immediate suspension of Analo and appointed Dominic Mutegi, the Director of Development Management, as Acting Chief Officer for Urban Planning pending the outcome of investigations by the Ethics and Anti-Corruption Commission (EACC).
The Governor also suspended the Urban Planning Technical Committee, a critical body responsible for reviewing and approving development projects across the capital, and ordered a halt to all development approval processes until the committee is reconstituted.
The dramatic changes came shortly after the EACC formally wrote to Nairobi City Hall directing the suspension of the senior county official in accordance with Regulation 25 of the Leadership and Integrity Regulations, 2015, and Section 43 of the Conflict of Interest Act, 2025.
In its communication to County Secretary Godfrey Akumali, the anti-graft agency emphasized the need to restrict the officer’s access to official premises and records while investigations continue.
“The commission further directs that, during the period of suspension, the officer should not be allowed any access whatsoever to his office. This is to guard against concealment, alteration, removal or destruction of records, documents or evidence relevant to the investigation; or interference with the investigations in any other manner,” the EACC stated.

Governor Sakaja confirmed that the directive had been implemented immediately.
“The County Chief Officer, Urban Planning, Patrick Akivaga Analo, is immediately suspended pending the conclusion of the investigation,” Sakaja said.
“The officer will not be allowed to access his office or any official documents or systems during this period. Mr. Dominic Mutegi, the Director of Development Management, shall act in this capacity effective immediately,” he added.
To prevent a complete disruption of services, Sakaja directed County Executive Committee Member for Built Environment and Urban Planning Patrick Mbogo to oversee urgent development applications during the transition period.
At the same time, the Governor ordered the immediate reconstitution of the committee and suspended all ongoing development approval processes until a new team is put in place.
“All processing of development approvals is suspended until the full reconstitution of this committee,” he directed.
Sakaja further assured residents that his administration would fully cooperate with investigators and reiterated his commitment to accountability in public service.

“Corruption has no place in public service. Every public officer is individually accountable for their actions and must be prepared to answer to the law where allegations of wrongdoing arise,” the Governor stated.
According to the commission, the search uncovered substantial amounts of cash, title deeds, electronic devices, and other materials believed to be relevant to the investigation.
The money was reportedly found both inside the suspect’s residence and in the boot of his motor vehicle.

As investigations continue, the case is expected to intensify scrutiny of Nairobi County’s planning and development approval systems, with anti-corruption agencies signaling that further action could follow depending on the outcome of ongoing inquiries.
