KUPPET Threatens to Shut Schools Over Delayed Capitation
KUPPET chairperson Omboko Milemba delivered a stern warning during a press briefing on Sunday, August 31. He insisted the Treasury must release funds by Monday, September 1.
“In the first term, some schools closed earlier because there was no money in the schools. We are insisting that the government has a responsibility to release the money so learners can get quality education,” Milemba said.
He added that the situation has left teachers, principals, and students stranded.

“If there is no money by midterm, then we shall be asking the principals to close the schools,” he declared.
Parents and Learners at Risk
According to KUPPET, delays have crippled school heads’ ability to manage institutions. This, they said, directly denies children access to quality education.
The union also faulted the government for reducing per-student allocation from Ksh22,200 to Ksh16,900.
“We, as a union, are demanding that by Monday, the government should release the capitation. We also want it increased back to where it was,” one official said.
Treasury’s Response
Treasury Cabinet Secretary John Mbadi responded earlier in the week, assuring Kenyans that money would be released soon.
On Monday, August 25, he said the government was mobilising resources to support schools.
“We want to get more resources for capitation so that our children can go to school. By the way, tomorrow we are releasing Ksh17 billion and Ksh5.9 billion for examinations. We should also give more money to HELB,” Mbadi explained.

Mbadi admitted that funding had lagged for years.
“We have not been giving money for capitation, and we have not been doing this for seven years. I have no apologies to make. But under the President’s instruction, we are addressing the gap,” he said.
Mounting Pressure on Government
Education stakeholders now await the Treasury’s move. If the crisis persists, thousands of learners risk losing precious study time.
