According to Kigumo police commander Hassan Bashir, the unsuspecting driver was flagged down along the Mokambiki-Kangari route. A man, posing as a passenger, asked him to deliver a package to Kangari town.

“The driver was paid and helped load the heavy parcel into his car,” Bashir explained. “He had no idea what he was transporting,” he added.
The driver arrived at the drop-off point but found no one waiting. After waiting for hours, he decided to take the parcel to Kangari police station, hoping someone would claim it.
