TikTok Asks Kenyan Creators to Submit Tax Details Amid Withholding Tax Changes
The notification, sent to creators through TikTok Announcements, directs eligible users to complete a Kenyan tax form. The information will be used to establish whether a creator is a Kenyan resident or non-resident for tax purposes.
Creators are required to provide details including their name, email address, residential address, country of residence and residential status. TikTok has indicated that providing a residential address is not mandatory.

The tax applies to income generated through various digital content activities. These include advertising, sponsorships, affiliate commissions, subscriptions, merchandise licensing, memberships, photo and music licensing and crowdfunding commissions.
For Kenyan creators, the deductions could affect the amount they receive from eligible TikTok monetisation programmes. This means tax may be deducted before earnings are transferred to a creator’s account.
However, the withholding tax is treated as an advance payment towards a creator’s tax liability rather than necessarily being the final amount payable.
Creators are therefore still required to declare their income when filing their annual tax returns. The amount already withheld can then be taken into account when determining their overall tax position.
However, several other TikTok monetisation products have not been launched for Kenyan creators. These include the Creator Rewards Programme, TikTok Shop, Creator Marketplace and Pulse.
The tax compliance requirements were strengthened in December 2024 after changes to legislation placed additional responsibility on digital marketplace and platform operators to deduct tax. The requirements apply to operators whether they are based in Kenya or outside the country.

The development also follows TikTok’s growing engagement with Kenya. In August 2023, President William Ruto held a virtual meeting with TikTok CEO Shou Zi Chew, following which the platform agreed to establish a continental operations and coordination office in Nairobi.
The proposed Nairobi office was expected to coordinate TikTok’s activities across Africa and strengthen cooperation with Kenya on areas including content moderation, local employment, creator monetisation and training.
For creators, the immediate issue remains the completion of the tax form and understanding how the withholding requirements will affect their earnings.
The platform has also not clarified the specific rate that will apply to every type of creator payout or what consequences creators may face if they delay submitting the requested tax information.
