PS Belio Kipsang Unveils Bold Plan to Safeguard eCitizen Services With Disaster Recovery Site
Principal Secretary for Immigration and Citizen Services, Belio Kipsang, has revealed plans to create a disaster recovery site for the eCitizen digital payment platform.
He made the announcement during a briefing with the Departmental Committee on Administration and Internal Security on Friday.
Protecting Billions at Risk
The PS said the move will protect Kenyans from service breakdowns and possible loss of billions in public funds.
“The disaster recovery site will shield Kenyans from a recurrence of service paralysis. It will safeguard resources and ensure continuity,” Kipsang assured.
His remarks come after the Auditor-General flagged accountability gaps in the platform, warning of potential misuse of taxpayer money.

eCitizen Under Scrutiny
eCitizen hosts over 5,000 government services, ranging from passport applications to business registration and land searches.
But the system has been under fire.
Committee Pushes for Accountability
Lawmakers pressed the PS on transparency, noting that Kenyans deserve answers on how their money is handled.
“The eTA is being implemented smoothly. It will streamline entry procedures, improve security, and make travel easier for tourists and businesspeople,” Kipsang explained.
Bill to Protect Stateless Persons
The committee further discussed the Kenya Citizenship and Immigration (Amendment) Bill 2025.
The Bill seeks to recognize and protect stateless individuals who have lived in Kenya for decades without nationality.

“This Bill provides pathways to citizenship. It addresses historical injustices and restores dignity to people who have known no other home but Kenya,” the PS emphasized.
Restoring Public Trust
Kipsang said the government is committed to restoring trust in digital governance.
“We must protect eCitizen. It is the backbone of service delivery, and Kenyans must never again be cut off from essential services,” he stressed.
As the debate continues, many Kenyans are watching closely. For them, reliability means not just convenience but access to life-changing services.
