CS Mbadi Accuses Governors of Betrayal Over KSh103 Billion Pension Arrears

CS Mbadi Accuses Governors of Betrayal Over KSh103 Billion Pension Arrears

Treasury Cabinet Secretary John Mbadi has come out guns blazing against county bosses over pension arrears.

Speaking during the Devolution Conference in Homa Bay on Friday, August 15, Mbadi directed governors to immediately remit over KSh103.2 billion in unpaid pensions.


Governors Accused of Sabotaging Retirees

In his fiery address, Mbadi likened the governors’ inaction to a crime.

“If you are supposed to pay a salary to a staff member and part of that salary is supposed to go to his or her pension, there is no rationality in diverting it elsewhere,” Mbadi charged.

He insisted that the accumulated debt is a betrayal of workers who faithfully served the public.

Debt Running Into Billions

The CS revealed that counties collectively owe pensioners staggering amounts.

The debt includes KSh23.3 billion inherited from defunct local authorities and over KSh103.2 billion accrued by October 31, 2024.

“To be honest, this is a felony; it is not fair. It is unjust because this money belongs to people who will one day retire. When they retire, they want to go home with something. You are killing the future of individuals,” Mbadi said.


Framework for Enforcement

Mbadi announced that the Treasury is working on a strict plan to force compliance.

“Whatever it takes, we must start the culture of remitting all deductions to where they should be remitted. I am calling upon the county government and relevant institutions, even at the National government, to verify and clear the debts to safeguard the social securities of our pensioners,” he said.

His tough stance drew loud applause from the conference hall, where many leaders admitted the pension crisis has gone unchecked for too long.

Raila’s Pension Call Sparks Debate

Mbadi’s remarks came a day after ODM leader Raila Odinga suggested that two-term governors should also receive pension perks. The proposal has divided opinion, with some arguing that leaders should first protect ordinary retirees before rewarding themselves.


Devolution Gains Still Noted

Despite his sharp criticism, Mbadi praised devolution for transforming lives.

He noted that since 2013, shared revenue has boosted roads, hospitals, water projects, and other infrastructure in all 47 counties.

“Devolution has brought resources, decision-making, and services closer to people. It has created jobs and supported growth in marginalized areas,” he added.


Pensioners Demand Action

Across the country, pensioners are now anxiously waiting for counties to act. For many, these arrears represent school fees for children, medicine, or simply dignity in old age.

For them, Mbadi’s fiery words must turn into action.
