MPs Slash Ksh 124M From SRC and PSC Budgets While Allocating Ksh 335M More to Ruto’s Projects
Kenya’s Parliament has sent shockwaves through the public sector after the Budget and Appropriations Committee slashed Ksh124 million from key commissions — the Salaries and Remuneration Commission (SRC) and the Public Service Commission (PSC) — while pumping an extra Ksh335 million into President William Ruto’s flagship projects.
This unexpected shake-up came during the review of the 2025/26 budget estimates, prompted by major deviations from the Budget Policy Statement (BPS). Several state departments had asked for more funds, citing operational gaps and incomplete projects.
SRC and PSC Take Heavy Hits
The SRC, which had been allocated Ksh511.7 million, now faces a budget cut to Ksh481.81 million. The initial figure exceeded the BPS ceiling by Ksh29.9 million.
“This revised allocation will severely impact critical functions like the fourth remuneration cycle review,” warned the SRC Chairperson.
Likewise, the Public Service Commission saw its allocation shrink from Ksh3.691 billion to Ksh3.561 billion, a Ksh95.3 million loss. The cut mainly targets administrative costs and wipes out all development funding.
Labour Ministry Faces Cuts but Gains Some Relief
The State Department for Labour and Skills Development also saw its budget reduced. Originally set at Ksh5.043 billion, the department was shortchanged by Ksh1.177 billion compared to the BPS ceiling.
Still, the committee tried to soften the blow.

They recommended a Ksh70 million boost to the Labour, Employment, and Safety Services Programme, supporting labour migration. Another Ksh29 million was added to the World Bank-funded NYOTA programme for manpower development. However, Ksh49 million was also deducted from the same manpower programme, making the department’s new budget Ksh5.112 billion.
Public Service Department Scores Big
Not all departments lost. The State Department for Public Service and Human Capital Development emerged a clear winner.
Initially allocated Ksh9.379 billion, it now enjoys a revised figure of Ksh9.644 billion — a Ksh265 million increase.
This extra cash will support key services like Huduma Centres and tuition complexes, which had suffered due to financial constraints.
“We were struggling with critical projects like the Kenya School of Government. This funding brings us hope,” said a senior department official.
Committee Treads Carefully but Favors Ruto’s Agenda
Despite the many requests for more money, the committee took a cautious stance. They ensured that budget revisions remained within sustainable levels.
