KSL Suspends Applications Amid Dispute Over New Admission Rules

The Kenya School of Law (KSL) has temporarily suspended applications for its 2027/2028 Advocates Training Programme (ATP) following a High Court order halting the implementation of disputed admission requirements.

The suspension, announced on Thursday, October 15, has left prospective law students uncertain about the next steps in the admission process, which was initially scheduled to close on November 13.

In a notice to applicants and other stakeholders, KSL said it would stop receiving applications until the court issues further directions and determines the case challenging the revised entry requirements.

“The Kenya School of Law hereby informs all prospective applicants and other stakeholders that, following the issuance of interim orders by the High Court in relation to the advertised ATP intake, the receipt of applications for admission to the ATP Class of 2027/2028 academic year has been temporarily suspended pending further directions from the Court and the determination of the matter,” the institution stated.

The school apologised for the inconvenience caused by the decision and assured applicants that further communication would be issued through its official channels.

“Further updates will be communicated through the School’s official communication channels as appropriate,” KSL added.

High Court Halts New KSL Admission Rules

The suspension follows conservatory orders issued by Justice John Onyiego on October 6, barring KSL and the Council of Legal Education (CLE) from admitting students under the disputed requirements.

The orders came after petitioners challenged changes introduced in KSL’s admission notice for the upcoming academic year.

The petitioners argued that substantive changes to admission standards cannot be introduced through an annual intake notice without following the legally required regulatory process.

They maintained that such changes must comply with the applicable legal framework, including the necessary approval procedures.

The court directed the respondents to file their responses within seven days and scheduled the matter for priority consideration. A hearing was set for October 13.

The legal dispute has placed the next ATP intake on hold as the court considers whether the revised admission criteria were introduced lawfully.

What Changed in KSL’s Admission Requirements?

Traditionally, candidates seeking admission to the Advocates Training Programme have been required to meet specified academic qualifications, including a minimum Kenya Certificate of Secondary Education (KCSE) mean grade of C+ and a B plain in English or Kiswahili, alongside other requirements.

However, KSL’s revised admission notice introduced alternative entry routes for certain applicants.

These included provisions for some law graduates who had lower secondary school grades, as well as candidates who pass a Pre-Bar Examination.

The changes raised questions about how admission standards should be determined and whether the school could introduce the revised pathways through its annual intake notice.

The court’s intervention means the disputed requirements cannot be used for admissions while the interim orders remain in force.

The final position will depend on the court’s determination and any subsequent directions issued to the institutions involved.

Pre-Bar Examination Applications Remain a Separate Issue

The suspension notice did not mention any changes to applications for the January 2027 Pre-Bar Examination.

KSL had opened applications for the examination alongside the ATP intake, with the deadline scheduled for December 11.

Prospective candidates should therefore monitor official KSL communication channels for clarification on whether the court proceedings will affect the Pre-Bar application process.

The examination provides an alternative pathway referenced in the revised admission criteria, making its status important to applicants seeking to qualify for legal training.

Applicants Await Court Directions

The temporary suspension has disrupted the immediate plans of candidates preparing to join the 2027/2028 ATP class.

Until the court issues further directions, prospective applicants cannot proceed with the suspended admission process under the advertised intake.

The dispute also raises broader questions about the process for changing professional training requirements and the legal safeguards that govern access to legal education in Kenya.

For now, applicants have been advised to follow official updates as the case proceeds. The court’s eventual decision will determine how the contested admission rules are handled and what happens next for the affected intake.
