DCI to Arraign Five Suspects Over Massive Social Health Authority Fraud

DCI to Arraign Five Suspects Over Massive Social Health Authority Fraud

Shockwaves continue to ripple across Kenya’s health sector as the Directorate of Criminal Investigations (DCI) prepares to arraign five suspects linked to a major fraud scandal. The suspects will appear in court on Monday, October 6, 2025, to face charges related to fraudulent hospital claims under the Social Health Authority (SHA).

“We Will Hold Them Accountable”—DCI Confirms Arrests

On Friday, the DCI confirmed the arrests following weeks of intense investigations. The probe began after Health CS Aden Duale submitted 1,188 files detailing suspected fraud.

“Currently, five suspects are in custody pending arraignment,” DCI stated. “Efforts to apprehend additional suspects are already underway,” they added.

The Office of the Director of Public Prosecutions (ODPP) has approved further arrests.

“This Is Just the Beginning”—More Suspects Expected

DCI revealed that the files are at various stages of investigation. A multi-agency team was formed to review the evidence and trace assets acquired through fraudulent means.

“Thorough and expedient investigations were immediately initiated,” DCI said. “We aim to ensure all involved are held accountable,” they emphasized.

The suspects will face charges under multiple laws, including the Penal Code, Anti-Money Laundering Act, Social Health Insurance Act, and Anti-Corruption and Economic Crimes Act.

“Fraud Was Systematic”—Health Facilities Under Scrutiny

The scandal involves individuals and organizations accused of undermining government efforts to deliver quality healthcare. According to CS Duale, the SHA files were divided into three categories.

  • Category 1: 24 facilities with confirmed fraud
  • Category 2: 61 facilities with ongoing cases
  • Category 3: 105 cases closed by KMPDC but still under SHA contracts

Additionally, KMPDC submitted 998 files on facilities operating illegally.

“They Billed for Ghost Patients”—Alarming Details Emerge

The ministry accused several facilities of shocking practices. These included billing for expensive procedures never performed, falsifying records, and submitting claims for non-existent patients.

“Some converted outpatient visits into inpatient claims,” a ministry official revealed. “Others billed for surgeries that never happened,” they added.

These revelations have triggered public outrage and calls for swift justice.

“Kenyans Deserve Better”—Public Demands Transparency

As the suspects head to court, Kenyans are demanding accountability and reform.

“We trusted the system to care for us,” said a Nairobi resident. “Now we want answers and action,” another added.
