Duale Calls for CS Justin Muturi’s Resignation Over Government Criticism
Environment and Forestry Cabinet Secretary Aden Duale has called on Public Service CS Justin Muturi to resign. Duale insists that Muturi cannot openly criticise the government while still serving in it.
Speaking at a Kenya Forestry Research Institute (KEFRI) event in Garissa, Duale condemned Muturi for publicly engaging in altercations with President William Ruto. He urged Muturi to leave office if he wished to continue questioning the government’s actions.
“I really want to ask our colleagues, we must respect; if you are privileged as a Cabinet Secretary and you are very unhappy, the best thing for you to do is to resign. It is not fair for you to engage in very unhealthy and inappropriate altercations with your appointing authority. It is not very fair,” Duale stated.
Muturi’s Stand on Extrajudicial Killings
Muturi has been vocal about extrajudicial killings and enforced disappearances under the government’s watch. On Friday, January 31, he heavily criticised security agencies, accusing them of laxity and complacency.
His remarks followed the discovery of two bodies at City Mortuary. The victims, Justus Mutumwa and Martin Mwau, had been missing for weeks after being abducted in Mlolongo, Machakos County, in December 2023.

Government Must Prioritize Security, Says Muturi
Muturi insisted that the government should halt all other activities and focus on resolving security issues. He questioned how the state could claim to be fixing the economy while citizens were disappearing or turning up dead.
“How do we claim to be reviving the economy when Kenyans are being picked up and found dead? The government must stop everything and address this menace. The president must take full responsibility,” Muturi demanded.
Muturi Accuses NIS Boss of Involvement
In an explosive revelation, Muturi accused National Intelligence Service (NIS) Director General Noordin Haji of orchestrating abductions. He claimed that Haji played a role in the disappearance of his son, Leslie Muturi, last year.
Leslie was allegedly kidnapped on June 23, 2024, in Kilimani, Nairobi, by suspected police officers. The abduction occurred during the height of anti-Finance Bill 2024 protests.
Is Muturi’s Position at Risk?
Duale’s remarks signal growing tensions within the Cabinet. His demand for Muturi’s resignation raises questions about whether Ruto’s administration will take action against the outspoken CS.
