Tempers flared in Parliament on Tuesday, October 14, as Health Cabinet Secretary Aden Duale faced fierce backlash from MPs during a heated National Assembly Health Committee session. The confrontation, which quickly spiraled out of control, centered around the controversial closure of two health facilities and the alleged rot within the Social Health Authority (SHA).

“I Have Closed Your Hospitals!”—Duale Sparks Outrage

CS Duale ignited the firestorm by accusing Kitutu Chache South MP Anthony Kibagendi of owning the closed hospitals.

“I have closed your hospitals,” Duale shouted. “We will charge you in a court of law,” he added.

Kibagendi immediately fired back, denying any ownership.

“I have no hospitals and I have never owned even a dispensary,” he responded. “You cannot come and lecture us. Who are you? Just because you are the President’s friend?” he asked angrily.

Despite repeated calls for order from Committee Chair James Nyikal, the exchange escalated.

“Name Them!”—Duale Accuses MPs of Conflict of Interest

Duale didn’t stop with Kibagendi. He accused several committee members of owning health facilities and demanded their removal from the panel.

“Some members of this committee have facilities,” Duale insisted. “If you want me to name them, I will name them,” he threatened. “They should not be in this committee,” he declared.

He also clashed with Nandi Woman Representative Cynthia Muge, accusing her of intimidation and refusing to acknowledge her point of order.

“Nobody can bully me, particularly when conflicted,” Duale said. “I have lived here for 20 years,” he added defiantly.

“He’s Dodging Questions!”—Kibagendi Responds Online

Moments after the session, Kibagendi took to Facebook to express his frustration. He accused Duale of deflecting questions about SHA by making baseless claims.

“Each time I ask CS Duale hard questions about SHA, he switches to saying he has closed my hospitals,” Kibagendi wrote. “Why can’t he say which hospitals I own, when they were registered, and who my proxies are?” he demanded.

He urged Duale to provide evidence and stop dodging accountability.

“Only Three Remained”—Session Ends in Chaos

As the shouting match continued, most lawmakers walked out. Only three remained to carry on the session, highlighting the deep divisions and rising tensions over SHA.

“This is not leadership. It’s chaos,” one MP whispered while leaving.
