U.S.-Based Congolese Reject Ruto’s Nomination of Consul General to Goma

Tension is rising after U.S.-based Congolese intellectuals strongly opposed President William Ruto’s nomination of Judy Kiaria Nkumiri as Consul General to Goma.

The Forum of Congolese Intellectuals Abroad (FICE) condemned the move, saying it threatens Congo’s sovereignty and peace efforts.

Diaspora Voices Opposition

FICE argued that the appointment risks legitimising the M23 rebel group, which controls parts of Goma in North Kivu Province.

Dr. Ngoie Joël Nshisso, the group’s head, delivered a sharp rebuke.

“This decision by President Ruto is not diplomacy—it is an alarming attempt to normalise the control of a terrorist militia over Congolese territory,” he said.

He added that the move undermines peace talks backed by the United States and Qatar.

“By bypassing Kinshasa and ignoring international norms, Kenya risks undoing the hard work of U.S. and Qatari peace efforts and fueling further violence in eastern Congo,” Nshisso warned.

Congo’s Government Pushes Back

FICE’s protest followed similar resistance from DRC’s Foreign Minister, Thérèse Kayikwamba Wagner.

She rejected the announcement as premature and unlawful under international law.

“Any announcement regarding the appointment of a consul in Goma is particularly inappropriate and should not be considered without the approval of the Congolese authorities,” Wagner stated.

Her remarks referenced the Vienna Convention on Consular Relations, which requires host country approval before any such posting.

Kenya Clarifies

As criticism mounted, Kenya’s Prime Cabinet Secretary and Foreign Affairs CS Musalia Mudavadi stepped in. He clarified that President Ruto’s announcement was not a final diplomatic posting.

He emphasized that Kiaria could not assume office without approval from both Parliament and the Congolese government.

“The Ministry of Foreign Affairs, International Cooperation, and the Francophone of the Democratic Republic of Congo promptly and formally expressed concerns about Kenya’s nomination of a Consul-General of Goma, citing, among other issues, the absence of prior consultations,” Mudavadi explained.

He stressed that Kenya would follow procedure.

“In line with the Constitution of Kenya and diplomatic practice and protocol, once the nominee receives parliamentary approval, Kenya shall formally request Agrément or acceptance by the applicable host states, including the DRC, before diplomatic posting,” he said.

A Brewing Diplomatic Storm

The controversy has triggered fears of strained ties between Nairobi and Kinshasa, as Congo remains engulfed in conflict.

With Goma still under M23’s shadow, many now see the nomination as more than a diplomatic formality. For critics, it symbolizes the dangerous politics of legitimising militia control.

As pressure mounts from both inside Congo and the diaspora, President Ruto’s move could spark a wider regional diplomatic storm.
