Ruto Cancelled Congo Trip After Health Experts Warned of 21-Day Ebola Quarantine
The disclosure has shed new light on a high-level government decision that saw the President withdraw from an international engagement amid growing regional concerns over the spread of Ebola in parts of East and Central Africa.
Speaking on Monday, June 23, CS Duale explained that the decision was reached following consultations with senior public health officials, including the Director-General of Health, who assessed the potential risks associated with the trip and advised the Head of State accordingly.

“The President acted on the advice of health experts and relevant government agencies. The guidance was clear that the trip would have triggered a mandatory 21-day quarantine period upon his return,” Duale stated.
The Cabinet Secretary noted that the advisory was issued in line with constitutional obligations and public health guidelines designed to protect the country from potential disease outbreaks.
Health Protocols Applied Equally
“Even high-ranking government officials are not exempt from public health requirements. The measures were necessary to safeguard the country and prevent any potential health risks,” he said.
Rather than travelling physically, President Ruto opted to participate virtually and delivered his address remotely from State House, Nairobi.
“Those who were part of the advance team and had travelled in preparation for the visit were quarantined for a period of 21 days upon their return to the country,” Duale disclosed.
The officials were reportedly accommodated at designated government quarantine facilities as part of the precautionary measures implemented by health authorities.

Ebola Concerns Continue Across the Region
The decision came amid heightened vigilance over Ebola outbreaks affecting parts of the region, particularly in neighbouring countries.
Regional health experts have warned that increased cross-border movement raises the risk of transmission, prompting governments to strengthen surveillance and preparedness measures.
Kenya has maintained a robust disease-monitoring system at airports, border points, and major transport corridors in response to potential public health threats.
Kenya’s Ebola Preparedness Efforts
Government officials have repeatedly insisted that Kenya remains prepared to respond to any potential outbreak.
The Ministry of Health has in recent months enhanced screening operations at entry points, trained health personnel, and expanded emergency response capabilities as part of broader preparedness efforts.
Duale said the President’s decision to cancel the trip reflected the government’s commitment to following scientific advice and protecting public health.
“This was a decision guided entirely by expert recommendations and national interest considerations. The President chose to comply with the guidance provided by health professionals,” he stated.

For Kenya, the decision underscores the growing role of scientific expertise in shaping high-level government policy and crisis management, particularly in matters involving national health security and international travel.
