Ruto Appoints Mama Ida Odinga as Kenya’s Ambassador to UNEP
President William Ruto has nominated Canon Dr Ida Betty Odinga as Kenya’s Ambassador and Permanent Representative to the United Nations Environment Programme (UNEP), a move that places the veteran educationist and women’s rights advocate at the centre of global environmental diplomacy.
The nomination was announced on Friday by the Head of Public Service, Felix Koskei, who said the appointment recognises Ida Odinga’s lifelong public service and her contribution to social justice, education, and gender empowerment. The appointment is subject to approval by the National Assembly in line with constitutional requirements governing senior diplomatic postings.

In a statement issued from State House, Koskei said President Ruto exercised his constitutional prerogative in making the nomination, citing Ida’s record of leadership and civic engagement.
“His Excellency the President has, in exercise of the prerogative vested in the Head of State and Government, caused the nomination of Canon Dr Ida Betty Odinga, E.G.H., for appointment as Ambassador and Permanent Representative of the Republic of Kenya to the United Nations Environment Programme (UNEP),” the statement read in part.
The Head of Public Service further described Ida Odinga as a principled public figure whose work transcends partisan politics.
“In her own right, she has stood resolutely against authoritarianism and injustice, championed freedom of expression, advanced gender equity, and promoted education as a cornerstone for inclusive national development,” Koskei added.
If approved by Parliament, Ida Odinga will represent Kenya at UNEP, whose global headquarters are based in Gigiri, Nairobi. UNEP remains the only United Nations agency headquartered in a developing country, placing Kenya at a strategic position within international environmental governance and climate diplomacy.
According to the government, the appointment is expected to strengthen Kenya’s engagement with multilateral institutions and reinforce its long-standing role as a leading voice on environmental protection, climate action, and sustainable development, particularly within Africa and the Global South.
Ida Odinga is widely known for her work in advancing girls’ education and community development. She is the founding chairperson of the League of Kenyan Women Voters and has previously served in leadership roles within civil society and faith-based institutions. Her nomination comes months after the death of her husband, veteran opposition leader and former Prime Minister Raila Odinga, who passed away in October last year.
Beyond diplomacy, the nomination is also expected to generate political debate. Analysts note that the decision comes at a sensitive time for the Orange Democratic Movement (ODM), which has faced internal divisions following Raila Odinga’s death. The party is currently weighing whether to deepen cooperation with President Ruto’s administration or chart an independent political course ahead of the 2027 general elections.

Both ODM and the ruling United Democratic Alliance (UDA) have publicly signalled openness to a pre-election pact, building on the post-2022 election cooperation agreement that eased political tensions after the disputed polls.
Ida Odinga’s nomination also follows a broader diplomatic reshuffle announced earlier this week. On Wednesday, January 21, President Ruto reassigned Ababu Namwamba, who had been Kenya’s representative to UNEP, as the country’s High Commissioner to Uganda. Namwamba replaced Ambassador Joash Maangi, who has served in Kampala since 2024 and has now been redeployed to Brussels, Belgium, as Kenya’s representative to the European Commission.

As the nomination heads to Parliament, attention will now turn to the vetting process and the political and public reactions likely to follow, with supporters viewing the move as a recognition of service, while critics question its broader political implications.
