PSC Announces September 2026 Promotion Exams for Clerical Civil Servants
The four-day examination, scheduled to run from Monday, September 21, to Thursday, September 24, 2026, will provide eligible clerical officers with an opportunity to qualify for higher job grades and expand their responsibilities within government institutions.
The designated centres include Machakos, Nyeri, Embu, Garissa, Kisumu, Nakuru, Kakamega and Eldoret, with the exact examination venues to be communicated to registered candidates after the application process has been completed.
In its official communication, the commission emphasized that the examinations remain a key requirement for clerical officers aspiring to rise through the ranks of the public service.

“It is notified for general information that the 2026 Proficiency Examination for Clerical Officers will be held from Monday, September 21, to Thursday, September 24, 2026, at Machakos, Nyeri, Embu, Garissa, Kisumu, Nakuru, Kakamega and Eldoret examination centres. The actual venues will be notified to the candidates after registration,” PSC stated.
Who Qualifies for the Examination?
Applicants must have attained at least a C- (Minus) in the Kenya Certificate of Secondary Education (KCSE) and must have served as a clerical officer in the public service for not less than one year before applying.
The commission further directed first-time candidates to submit Form A, while officers retaking the examination must complete Form B.
Promotion Opportunities
The annual examination plays a critical role in determining the career progression of clerical officers serving in ministries, state departments, constitutional commissions and other government agencies.
Passing the examination enables successful candidates to qualify for promotion from one job group to another, subject to the availability of vacancies and fulfillment of other public service requirements.

Clerical officers perform some of the most essential administrative duties in the public service, including managing official records, processing documents, handling correspondence, maintaining databases, filing government records and supporting the day-to-day operations of ministries and state agencies.
Career Progression in the Civil Service
With experience, satisfactory performance and successful completion of the proficiency examinations, officers can advance to higher grades, eventually rising to the position of Chief Clerical Officer (Job Group J/CSG 11), one of the highest clerical positions within the public service.

With just weeks remaining before registration closes, eligible clerical officers are now expected to begin the application process through their departments as they prepare for one of the most important career advancement opportunities in Kenya’s public service.
