President Ruto Nominates Dr. Amani Komora and Angeline Siparo to Key Police Oversight Roles

President William Ruto has sparked a wave of attention after nominating Dr. Amani Yuda Komora as the new Chairperson of the National Police Service Commission (NPSC) and Angeline Yiamiton Siparo as a new member.

The announcement came through a presidential notice issued on Sunday, August 4, igniting nationwide interest in the future of police oversight and reforms.

“It is notified that His Excellency the President, in exercise of the powers conferred by Article 250(2)(b) of the Constitution… has nominated the Chairperson and one member of the National Police Service Commission,” the official statement read.

Importantly, this nomination isn’t without backing. It follows recommendations by the Selection Panel tasked with overseeing appointments to the NPSC.

Meet the Nominees

Dr. Amani Komora is no stranger to public service. His impressive résumé includes serving as the Vice-Chairperson of the Salaries and Remuneration Commission (SRC). He’s also held senior positions such as:

  • General Manager of Human Resources at Kenya Ports Authority (KPA)
  • Assistant Commissioner of Human Resources at Kenya Revenue Authority (KRA)
  • Member of the National General Wages Council

He holds a PhD in Human Resource Management from Jomo Kenyatta University of Agriculture and Technology.

Dr. Komora is now expected to bring structure, integrity, and reform into a commission often accused of inefficiency.

Meanwhile, Angeline Siparo, the nominee for member, boasts a deeply rooted career in health, governance, and leadership programs across Africa.

She served as:

  • Chairperson of the National Aids Control Council (2016–2022)
  • YALI Legacy Localisation Project Coordinator across 49 countries
  • And held key roles in UNAIDS, FHI, CMMB, and PRB.

Siparo is a certified expert, holding a Master’s Degree in Counselling Psychology from USIU-Africa.


Tough Competition, Big Expectations

Their nominations come after a hotly contested selection process. The March 15 shortlist included big names like former IEBC Commissioner Margaret Wanjala and former Gatanga MP Humphrey Kimani, who were widely viewed as frontrunners.

Komora and Siparo will now join existing NPSC members Peris Muthoni Kimani, Edwin Cheluget, Benjamin Juma Imai, and Prof. Collete A. Suda.

Public expectations are high. Kenyans are now hoping for a rejuvenated, transparent, and accountable police oversight body.

With deep experience and clear credentials, the two appointees promise to inject fresh energy into the commission—if Parliament approves their nominations.
