NTSA Lists Services That Trigger Issuance of eLogbook as Digital Vehicle Registration Rollout Expands

The National Transport and Safety Authority (NTSA) has released fresh guidelines outlining the specific vehicle-related services that automatically trigger the issuance of an electronic logbook (eLogbook), as Kenya accelerates the transition from paper-based vehicle ownership documents to a fully digital registration system.

The clarification, issued through a public notice dated June 29, is expected to guide millions of motorists seeking to access the new digital logbook platform while helping curb misinformation surrounding the ongoing rollout.

According to NTSA, the eLogbook is not issued automatically to every vehicle owner. Instead, it is generated only after the successful completion and approval of specific vehicle registration or ownership-related transactions processed through the authority’s digital platform.

The announcement comes amid increased public interest in the new system, with many motorists seeking clarity on when they qualify for an electronic logbook and how to verify its authenticity.

“An eLogbook is generated upon successful completion of specified NTSA services where applicable, particularly where a digital logbook has not previously been issued,” the authority stated in its notice.

Vehicle Registration and Ownership Transfers Top the List

NTSA explained that motor vehicle registration remains one of the primary services that automatically generates an eLogbook.

Under the new system, motorists registering a vehicle for the first time will receive a digital logbook once all registration requirements have been fulfilled and the application approved.

Similarly, transfer of ownership—whether involving private sales, gifts, inheritance or other approved ownership changes—will also trigger the generation of a fresh eLogbook reflecting the new registered owner.

The authority further noted that alternative ownership transfer services, processed under special legal or administrative circumstances, equally qualify for digital logbook issuance.

The move is intended to ensure that ownership records remain accurate, secure and easily accessible through NTSA’s digital systems.

Asset Financing Transactions Also Covered

NTSA further disclosed that the eLogbook system applies to vehicle financing arrangements.

Where a vehicle is purchased through asset financing, the digital logbook will reflect the financier’s interest in the vehicle during the repayment period.

Likewise, once the loan has been fully settled and the financier releases its claim over the vehicle, the discharge process will generate an updated eLogbook showing the revised ownership status.

The authority said this digital approach is expected to simplify transactions between financial institutions, vehicle owners and regulators while reducing paperwork.

Re-registration and Vehicle Changes Included

The authority also listed vehicle re-registration among the services that qualify for eLogbook issuance.

This includes situations involving number plate changes, ownership updates and other approved modifications requiring fresh registration records.

Motorists whose vehicle particulars change following an official inspection—such as corrections to physical specifications or technical details—will also receive updated digital logbooks reflecting the revised information.

In addition, NTSA said vehicle de-registration processes—including exports, accident write-offs, permanently unserviceable vehicles and cases involving irregular registration—will also generate updated electronic records under the digital platform.

Duplicate eLogbooks for Existing Owners

For motorists already holding traditional paper logbooks, NTSA clarified that they can migrate to the new system by applying for a duplicate logbook, which will then be issued electronically.

This process enables owners with existing physical documents to transition into the digital platform without necessarily changing ownership.

However, the authority emphasised that applicants must first complete all required application procedures, submit supporting documentation where necessary, and pay the prescribed government fees before the eLogbook can be generated.

NTSA Warns Motorists Against Fraudsters

Alongside the rollout, NTSA has intensified public awareness campaigns warning motorists against fraudsters exploiting the transition to the digital platform.

The authority urged vehicle owners to verify the authenticity of every eLogbook using the official NTSA App or through the agency’s online service portal.

“Motorists should only access eLogbook services through official NTSA platforms and verify all digital records using authorised government channels,” the authority advised.

NTSA further cautioned that it never requests personal information through social media, WhatsApp messages, SMS or unofficial communication channels for purposes of processing digital logbooks.

The authority also stressed that no NTSA officer, broker, agent or third party is authorised to download, process or issue eLogbooks on behalf of motorists.

“Do not disclose your phone number, National ID details, vehicle registration information or account login credentials to any individual claiming to facilitate eLogbook processing,” NTSA warned.

Digital Shift Aimed at Improving Security

The rollout of the electronic logbook forms part of the government’s broader digital transformation agenda aimed at improving efficiency, reducing fraud and strengthening the integrity of Kenya’s vehicle registration database.

By replacing physical logbooks with secure digital records, NTSA hopes to make ownership verification faster, simplify vehicle transactions and reduce cases of forged registration documents.

The authority has encouraged motorists to familiarise themselves with the new system and use only official government platforms when applying for or verifying their eLogbooks as the nationwide digital migration continues.
