IG Kanja Orders Security Shake-Up After Presidential Breach in Kilifi
The incident, which unfolded during a thanksgiving event attended by hundreds of residents and political leaders, has triggered fresh debate over presidential security arrangements and the preparedness of officers tasked with guarding the Head of State during public engagements.
In a strongly worded statement issued on Saturday, May 24, the National Police Service confirmed that an unidentified man managed to break through layers of security and move toward the President while he was addressing the crowd.
The individual, who was reportedly carrying a Bible, was swiftly intercepted and restrained by members of the presidential security team before reaching the podium.

Following the incident, IG Kanja ordered immediate changes to the officers responsible for the President’s protection, describing the breach as a serious matter of national concern.
“I have also ordered immediate changes to the security detail responsible for the President’s protection in order to strengthen protocols and seal any existing vulnerabilities,” Kanja stated.
“As the Inspector General of the National Police Service, I have immediately constituted a special investigations team to conduct a swift, thorough, and uncompromising inquiry into how this breach occurred,” he added.
Security experts say the incident has exposed potential weaknesses in crowd control measures often witnessed during large political and public gatherings attended by senior government officials.
President Ruto, however, appeared to downplay the incident during the event itself, urging his security officers not to rough up the individual.
“Leave that young man alone,” the President was heard saying moments after the suspect was tackled.
As of Saturday evening, authorities had not publicly identified the individual or disclosed whether criminal charges would be preferred against him.
Despite the President’s calm reaction, security officials insist the matter remains extremely serious due to the risks associated with any unauthorised access to the Head of State.
Kanja stressed that presidential security is not merely an operational matter but a critical national security concern requiring the highest level of vigilance.

“Any situation that endangers the President is a grave concern and must be treated with the seriousness it deserves,” the police boss noted.
“Any attempt to breach security will be met with the full force of the law,” Kanja warned.
The Ganze incident now marks at least the second major public security scare involving President Ruto this year. In previous events, individuals have similarly attempted to rush toward the podium while the President was addressing crowds, raising concerns over the increasing boldness of such actions.

The latest breach is expected to intensify scrutiny on the preparedness, coordination, and responsiveness of elite security units assigned to protect Kenya’s top leadership as investigations continue into what exactly transpired in Ganze.
