Chief of Staff Felix Koskei Instructs HR Professionals to Uphold Professionalism, Adapt to Changing Times
Chief of Staff and Head of Public Service, Felix Koskei, has delivered a powerful message to Kenya’s HR professionals.
Speaking during the closing ceremony of the 11th Annual National HR Professionals Congress in Mombasa, Koskei reminded HR managers of their immense power and responsibility.
“You are not just hiring people,” he said.
“You are the custodians of fairness, ethics, and institutional integrity.”
He stressed that HR leaders must rise beyond routine tasks to safeguard values, shape work culture, and drive transformation.

HR is Key to National Development
Koskei didn’t hold back. He insisted that public sector governance will only improve when HR professionals integrate ethics and excellence into systems.
“Effective human capital governance is fundamental to enhancing accountability, transparency, and service delivery,” he stated.
“This, in turn, drives sustainable national development.”
To get there, he proposed four clear strategies:
- Foster people-centred work cultures
- Embrace digital transformation
- Promote ethical leadership
- Build strong merit-based performance systems
Support From Government Leaders
Koskei was not alone. Several top government officials echoed his call.
Dr Jane Kere Imbunya, Principal Secretary for Public Service and Human Capital Development, offered emotional encouragement.
“It’s Aluta Continua,” she declared.
“In your quiet moments, listen to Miriam Makeba’s version on your phone—it will give you strength and oomph.”
Her words sparked inspiration among the crowd of over 950 HR professionals.

Deputy Head of Public Service Amos Gathecha also challenged the attendees. He outlined the rapidly changing HR landscape, urging professionals to stay relevant.
“Labour laws are shifting. AI is growing. Remote work is rising. Diversity matters more than ever,” he warned.
HR at the Frontlines of Change
The conference highlighted the urgent need for HR professionals to redefine their roles. Many workplaces face toxic cultures and disengaged employees.
This Congress served as a space for bold dialogue, reflection, and strategic planning.
Also present were county secretaries, CEOs, industry leaders, IHRM Council members, and over 140 HR directors and deputies.
HR Professionals Face a Clear Choice
Koskei’s message was loud and clear: Adapt, lead ethically, or step aside.

“The future of Kenya’s public service depends on the standards you uphold,” he said firmly.
