All You Need to Know About Lieutenant General David Ketter, Likely Next Chief of Defence Forces
On Friday, June 27, President Ruto promoted Major General David Ketter to Lieutenant General, appointing him as the new Kenya Army Commander. This promotion positions him as the probable next Chief of the Defence Forces (CDF), the country’s top military office.
Top-Tier Rank & New Role
Ketter now holds a three-star general rank, just beneath the four-star CDF. His appointment aligns with long-standing military tradition and succession norms.
Tonje Rules Guide Succession
Kenya follows the unwritten “Tonje Rules”—an internal protocol named after former Chief of General Staff General Daudi Tonje (1996–2001). These rules rotate the CDF position among the Army, Air Force, and Navy to ensure fairness and professional balance.
Currently, General Charles Kahariri, a Navy officer, holds the CDF post. Thus, the next Chief of Defence Forces traditionally comes from the Army—making Ketter the natural candidate.
A Track Record of Leadership
Before his promotion, Ketter served as the Assistant Chief of Defence Forces, Personnel & Logistics (ACDF P&L). In this role, he oversaw manpower, training, and resources across the Kenya Defence Forces (KDF).
He also led Kenya’s military sports delegation, strengthening esprit de corps and competitiveness among officers.

To rise from Second Lieutenant to Lieutenant General, Ketter has likely served 25–30 years. Each promotion required rigorous training, commendable command performance, and strategic success.
What’s Next for CDF?
The current CDF, General Kahariri, appointed in May 2024, turns 62 in 2028—the mandatory retirement age—or will leave after a four-year term. If history holds true, Ketter will be sworn in as the 13th CDF in 2028, unless extended by a rare one-year term.
New Guard at State House
Ketter officially took command during a ceremony at State House Nairobi on Saturday, June 28, alongside fellow military appointees. He replaces Lieutenant General David Tarus, who moves to the National Defence University-Kenya as Vice Chancellor.
