Uganda’s Mombasa Consul General Arrested, Remanded Over Alleged Ksh15.9M Loss
Kiguli, 59, was arrested by Uganda’s Inspectorate of Government and later appeared before the Anti-Corruption Court, where he denied the charges against him.
The court ordered that he remain in custody until October 7, 2026, when he is expected to return for the hearing of his bail application.
Uganda’s Inspectorate of Government said Kiguli is accused of causing a financial loss of UGX494 million, equivalent to approximately KSh15.9 million, and abusing his office.

“The court has remanded Ambassador Kiguli Herbert for allegedly causing financial loss of UGX 494 million to the Government of Uganda and abuse of office until October 7, 2026,” the Inspectorate of Government said.
The anti-corruption agency confirmed that Kiguli had previously been arrested over the allegations.
“The 59-year-old Consul General at the Consulate General of the Republic of Uganda in Mombasa, Kenya, was earlier arrested by the Inspectorate of Government,” it added.
Charges linked to Agriculture Ministry
The allegations against Kiguli relate to events that occurred in 2020, before his deployment to Kenya.
According to the prosecution, Kiguli was serving as Commissioner for Human Resource Management at Uganda’s Ministry of Agriculture when he signed five financial requisitions on November 9 and 10, 2020.
The requisitions were reportedly signed on behalf of the Principal of Bukalasa Agricultural College and amounted to UGX614.768 million, equivalent to about KSh19 million.
The Inspectorate of Government said the money had not been budgeted for or anticipated by Bukalasa Agricultural College.

Investigators also reportedly established that there was no valid Memorandum of Understanding governing the financial relationship between the college and the Ministry of Agriculture at the time.
Funds linked to COVID-19 restrictions
According to the prosecution, the money was intended to finance various activities planned by the Ministry of Agriculture.
However, some of the activities could not take place because of restrictions imposed during the Coronavirus pandemic.
Kiguli has denied the allegations, and the charges against him have not been proven in court.
The Inspectorate of Government said the case was part of its wider mandate to safeguard public resources and enforce financial accountability within government institutions.
“The IG reiterates its commitment to protecting public resources and calls upon public officers to always stick to financial regulations while executing their duties,” the agency said.
Kiguli’s diplomatic posting to Kenya
Kiguli was deployed to Kenya in October 2024 as Uganda’s Consul General in Mombasa.
His arrest therefore brings scrutiny to allegations dating back several years before he assumed his current diplomatic position in Kenya.
The case is expected to return to court on October 7, when the court will consider his bail application.
Until then, Kiguli remains in custody at Luzira Prison as the Ugandan authorities pursue the case.

For now, the allegations remain subject to determination by the Ugandan courts.
