Ruto Re-appoints Key Chairpersons to Lead State Agencies
The changes, published in a Kenya Gazette notice dated February 13, 2026, confirm that a number of experienced administrators will retain their positions for new terms ranging between three and six years, subject to parliamentary approval where required.

According to the notice, “the following persons are hereby reappointed to serve in the respective positions for a period of three years with effect from the dates specified”, underscoring the government’s intention to maintain stability in strategic institutions.
Among those reappointed is Ugas Mohamed, who will continue serving as Non-Executive Chairperson of the Capital Markets Authority (CMA) for another three-year term effective February 24, 2026. His reappointment ensures continuity at the helm of the country’s capital markets regulator at a time when Kenya is seeking to deepen its financial markets and attract both domestic and foreign investment.
Sally Njambi Mahihu has also been granted another three-year term as Non-Executive Chairperson of the Kenya Investment Authority (KIA), effective February 13. The Gazette states that “Sally Njambi Mahihu is reappointed as Non-Executive Chairperson of the Kenya Investment Authority Board for a further period of three years”, reinforcing confidence in her leadership as the agency advances Kenya’s investment promotion agenda.
Five board members of the CMA—Natasha Awuro Aduwo, Elena Natalia Pellegrini, Meshack Moses Kiprono, Gibson Kimani Maina, and Professor Michael Bowen—have also been reappointed for another three-year term.

Jack Ranguma will remain as Member and Non-Executive Chairperson of the Sacco Societies Regulatory Authority (SASRA) board until February 2029, maintaining stability in the oversight of Kenya’s savings and credit cooperatives sector.
In the agricultural sector, Genesio Mugo has been reappointed as Non-Executive Chairperson of the Kenya Dairy Board for three years. The notice further indicates that seven members of the board have been retained to ensure policy continuity within the dairy industry’s regulatory framework.
The tourism sector was also affected, with Zippie Metto continuing to serve on the board of the Tourism Fund for three more years, effective February 13, supporting funding initiatives aimed at strengthening Kenya’s hospitality industry.
Beyond reappointments, President Ruto introduced new faces to several boards. Rebecca Ghati Maroa has been appointed Member and Non-Executive Chairperson of the National Government Affirmative Action Fund (NGAAF). The notice specifies that “Rebecca Ghati Maroa is appointed as Member and Non-Executive Chairperson of the National Government Affirmative Action Fund Board”.
Professor Mary Akinyi Otieko has been appointed Member and Non-Executive Chairperson of the Kenya School of Law (KSL) board for a four-year term, where she will oversee standards in legal education and professional training.

At the county level, several appointments were made to public service boards and local entities, including leadership changes in Uasin Gishu and Makueni counties, as well as new board members for the City of Eldoret and Kilifi County’s Physical and Land Use Planning Liaison Committee.
The Gazette notice clarifies that appointments requiring legislative vetting will be forwarded to the National Assembly within the timelines set out in law.
