Ruto, CSs Mbadi, Wandayi, Ogamba and Wahome Lead New Wave of State Appointments
The appointments, published in a series of Gazette Notices dated May 29, affect multiple sectors including trade, energy, education, housing, water, and finance. The latest changes come as the government seeks to enhance governance, institutional efficiency, and service delivery within public entities that play a critical role in Kenya’s economic and social development agenda.

The National Treasury also announced changes within one of its agencies. Treasury Cabinet Secretary John Mbadi appointed George Wambugu Kanuri as a member of the Board of Directors of the Unclaimed Financial Assets Authority for a period of three years.
The authority plays a significant role in safeguarding and managing unclaimed assets on behalf of Kenyans, including dormant bank accounts, insurance benefits, and other financial resources awaiting rightful owners.
In the energy sector, Energy and Petroleum Cabinet Secretary Opiyo Wandayi appointed Nick Ochola as a member of the Board of the Kenya Electricity Transmission Company Limited (KETRACO) for a three-year term.
KETRACO remains a key player in the country’s energy infrastructure development, overseeing the expansion and modernization of electricity transmission networks aimed at supporting industrial growth and increasing access to reliable power.
Wandayi also reappointed Mercylinnete Rotich and Janerose Gatwiri to continue serving on the KETRACO board for another three-year term, citing the need for continuity and institutional stability.
The education sector equally witnessed leadership changes. Education Cabinet Secretary Julius Ogamba reappointed Emmanuel Mutisya as Chairperson of the Council of the Kenya Advanced Institute of Science and Technology. The institution is expected to play a central role in advancing research, innovation, and technological development in Kenya.
Additionally, Washington O. Yotto, Collins K. Tanui, and Meshak Kidenda were reappointed as members of the council, extending their tenure for another three years.
Meanwhile, the Ministry of Lands, Public Works, Housing and Urban Development retained Nicholas Tirop Koech as a member of the Board of the National Construction Authority following his reappointment by Cabinet Secretary Alice Wahome.
The National Construction Authority is responsible for regulating, streamlining, and building capacity within Kenya’s construction industry, a sector considered critical to the government’s infrastructure development agenda.
Further appointments were announced within the trade and water sectors. Investments, Trade and Industry Cabinet Secretary Lee Kinyanjui reappointed Geoffrey Omenke and Joe N. Muriuki as members of the Board of the Export Processing Zones Authority.

At the same time, Water, Sanitation and Irrigation Cabinet Secretary Eric Mugaa reappointed Risper Maccs Berem as a member of the Board of the North Rift Valley Water Works Development Agency.
According to the Gazette Notices, all appointments and reappointments officially took effect on May 29.
In a separate development, Kisumu Governor Peter Anyang’ Nyong’o revoked the appointment of Lordvick Otieno as a board member of Maseno-Holo Municipality with immediate effect.
During the session, Otieno argued that municipal boards often struggle to execute their mandates due to inadequate funding and limited operational independence.
“Municipal boards can pass resolutions, but they lack the authority and financial capacity to implement them effectively,” he told senators.

The latest appointments underscore the government’s ongoing efforts to refresh leadership within state agencies while maintaining continuity in institutions considered central to the country’s development priorities. Analysts say the appointments will be closely watched as the affected agencies continue implementing major national projects and policy initiatives in the coming years.
