Raila Now Calls for Referendum to Decide Whether MPs Should Implement, Oversee Projects

Raila Now Calls for Referendum to Decide Whether MPs Should Implement, Oversee Projects

ODM leader Raila Odinga has sparked a new storm over the controversial role of Members of Parliament (MPs). Speaking on Wednesday during Katiba Day celebrations, he demanded a referendum to determine if MPs should both implement and oversee projects funded by taxpayers.

He insisted the dual role creates a dangerous conflict of interest.

“Parliament is constitutionally mandated to do representation, legislation, and oversight. If you are a contractor and an MP, who is overseeing you?” Raila asked.

Attack on NG-CDF

His remarks targeted the National Government Constituencies Development Fund (NG-CDF), which gives MPs control over constituency projects. According to Raila, this structure undermines accountability and weakens devolution.

“We are not opposed to merging projects at the constituency. But under this constitution, constituency is not a devolved unit. Devolution has two levels, national and county. It is not right for the National Government to jump the County Government and create another unit below it called NG. That is not necessary,” Raila explained.

He urged that projects should be managed strictly through county governments, which are constitutionally responsible for local development.

Call for Referendum

Raila pushed the matter further, demanding a national vote. He acknowledged the move may cost him political popularity but promised to stand firm.

“I have said this amendment you brought to parliament is there. But let us take it to the people. Let us take it to a referendum and test if the people would accept. Let us see if the people can accept that Members of Parliament can be overseeing and also implementing at the same time,” Raila declared.

“Over this, there is no compromise. Tunaenda kwa wananchi. I know this particular stand will make me unpopular, but I just don’t care. I stand my ground on this matter,” he continued.

Other Governance Failures

Beyond NG-CDF, Raila criticized state institutions for betraying the 2010 Constitution. He accused the National Police Service of violating rights through torture, loss of dignity, and disregard for life.

He also faulted the Independent Electoral and Boundaries Commission (IEBC), claiming it has failed to restore public trust since 1992.

“IEBC equally stands out as an institution that has made no progress in securing for Kenyans what they sought. The same issues that Kenyans faced in 1992 still hound us. Confidence in the commission remains extremely low. Our elections are some of the most expensive in the world,” Raila said.

A Battle for Accountability

Raila’s referendum call now sharpens the debate on whether MPs should handle both money and oversight. As he pushes this bold demand, the country braces for another heated constitutional showdown.
