Police Intelligence Report Alleges Politicians, Activists Behind June 25 Protest Mobilisation Across Counties

A confidential police intelligence report has shed new light on the planning and mobilisation efforts surrounding the June 25 Gen Z Memorial demonstrations, alleging the involvement of politicians, political aspirants, student leaders, activists, and civil society groups in organising activities across several counties.

The report, which emerged as Kenyans marked the second anniversary of the historic June 25, 2024 anti-Finance Bill protests, outlines what security agencies describe as coordinated efforts to mobilise demonstrators in major towns and urban centres across the country.

According to the intelligence brief, organisers have allegedly been working for weeks to rally participation in demonstrations expected to draw thousands of people seeking to commemorate victims of the 2024 protests while advocating for accountability, governance reforms, and economic justice.

The document further claims that some mobilisation plans could disrupt transportation networks, business operations, and access to critical public facilities, particularly in major urban centres.

The report identifies Nairobi as the focal point of the commemorative demonstrations, with organisers reportedly planning major processions into the Central Business District (CBD).

The demonstrations coincide with memorial activities involving families of individuals who lost their lives during the 2024 anti-Finance Bill protests.

Security agencies claim activists have mobilised participants from different parts of the capital and surrounding counties to join marches heading toward Parliament and other symbolic locations associated with last year’s demonstrations.

Authorities have since intensified security deployments across Nairobi, establishing roadblocks and conducting vehicle inspections at major entry points into the city.

The heightened security presence has already caused significant disruptions to transport services and commuter movement.

Civil Society Groups Named in Report

The intelligence report also references several civil society organisations and human rights groups allegedly involved in coordinating peaceful demonstrations and civic activities.

Among those mentioned are advocacy organisations that have historically participated in governance and human rights campaigns across the country.

According to the report, some groups were expected to facilitate logistical arrangements, including the distribution of banners, informational flyers, drinking water, and other materials for participants during demonstrations in various towns.

The report also alleges that local political leaders in western Kenya have supported mobilisation efforts through community outreach and awareness campaigns.

However, the organisations and individuals named in the report have not publicly responded to the allegations, and no evidence of wrongdoing has been presented in court.

Student Leaders and Youth Mobilisation Under Scrutiny

Security agencies have also raised concerns about alleged mobilisation efforts targeting university and college students.

The report claims that student leaders in parts of Kiambu County have encouraged participation in demonstrations, with authorities expressing concern that major highways could experience temporary disruptions if large numbers of demonstrators gather along transport corridors.

The intelligence brief further identifies youth activists in several counties, including Nakuru, Laikipia, Kajiado, Narok, and Vihiga, as being involved in planning memorial activities and public gatherings.

In Nakuru, the report alleges that some activists and political aspirants discussed demonstrations around public offices, businesses, and government projects, although no independent evidence has been presented to support those claims.

Security Agencies on High Alert

The release of the intelligence report comes amid a nationwide security operation aimed at ensuring public order during the anniversary commemorations.

Police have repeatedly stated that peaceful demonstrations remain protected under the Constitution but warned that criminal groups could attempt to infiltrate gatherings and exploit the situation.

“We are committed to protecting peaceful protesters while ensuring that criminals do not take advantage of the demonstrations to engage in violence, looting, or destruction of property,” security officials have consistently maintained in recent public briefings.

The government has also reassured citizens that businesses, schools, and essential services should continue operating normally despite the demonstrations.

Commuters Feel Impact of Security Measures

Even before the demonstrations gained momentum, commuters across several counties reported major disruptions caused by roadblocks, vehicle inspections, and increased security checks.

In Nairobi, many public service vehicles were unable to access the CBD during the morning rush hour, forcing passengers to seek alternative transport arrangements.

The disruptions highlighted the delicate balance authorities face between maintaining public security and preserving normal economic activity during periods of heightened political mobilisation.

Nation Watches as Anniversary Demonstrations Continue

As commemorative marches continue across different regions, the intelligence report has added another dimension to the ongoing debate over the role of political leaders, activists, and civil society groups in organising public demonstrations.

While authorities maintain that the report is intended to inform security planning, critics argue that participation in peaceful protests remains a constitutional right.

For now, all eyes remain on how the demonstrations unfold and whether organisers, participants, and security agencies can ensure that the anniversary events proceed peacefully while honouring the memory of those affected by the historic 2024 Gen Z protests.
