NAIROBI, Kenya – Hours after the Energy and Petroleum Regulatory Authority (EPRA) stunned Kenyans with a sharp increase in fuel prices, Kiharu MP Ndindi Nyoro has dropped a political bombshell.Ndindi Nyoro Claims Govt Used Fuel Levy to Secure Secret KSh175B Loan—without public knowledge or parliamentary approval.
“We saw fuel prices go up drastically yesterday, and the explanation given by the government is not accurate,” Nyoro said on Tuesday, July 16.
“Blaming global oil prices falls short of the reality. Over the past year, the highest fuel prices we have seen were actually on June 17, 2024.”
Fuel Prices Spike as Taxes Dig Deeper
In EPRA’s latest review, Super Petrol now retails at KSh186.31, Diesel at KSh171.58, and Kerosene at KSh156.58 in Nairobi. According to EPRA, the increases—KSh8.99, KSh8.67, and KSh9.65 per litre respectively—are due to rising global oil prices and shipping costs.

However, Nyoro strongly disagrees.
“This is more than global markets. A huge chunk of what Kenyans pay at the pump goes to government taxes,” he claimed.
“The government silently introduced an extra KSh7 fuel levy even when global oil prices were falling.”
Secret Loan Sparks Sovereignty Concerns
According to Nyoro, the new fuel levy wasn’t just about revenue. He alleged it was used as collateral to secure a hidden KSh175 billion loan.
“This money is not reflected in the government’s books as debt,” he said. “It can only pass as an illegal debt because whatever is not accounted for is illegal.”
Nyoro warned that such financial tactics threaten Kenya’s economic freedom. He called out the trend of using gazette notices to sneak in levies without debate.

“If we continue using public levies as collateral for loans without parliamentary oversight, what will stop lenders from securitising our VAT, PAYE, or NHIF?” he asked.
“What will be left of Kenya’s financial sovereignty?”
Kenyans Demand Transparency
“Kenyans deserve to know where their money is going,” said one Nairobi resident.
“Every litre we buy is a litre of debt we didn’t sign up for.”
