MPs Raise Concerns Over Ruto’s KSh316 Billion Supplementary Budget

Members of Parliament have raised fresh concerns over the government’s proposed KSh316.7 billion increase to the national budget, warning that key ministries and agencies may struggle to effectively utilise the additional funds within the remaining months of the financial year.

The concerns were tabled before the Budget and Appropriations Committee of the National Assembly of Kenya during deliberations on Supplementary Estimates No. 1 for the 2025/26 financial year, a proposal that would raise the overall budget from approximately KSh4.3 trillion to KSh4.6 trillion.

Committee members cited consistently low absorption rates in development expenditure, warning that delays in implementing projects have undermined the impact of rising budgets.

Officials told the committee that of the proposed increase, about KSh287.4 billion would go to the national government, while KSh29.3 billion would be channelled to Consolidated Fund Services, which covers statutory obligations such as public debt repayments and pensions.

Departmental committee chairpersons appeared before the panel to defend the proposed allocations for institutions under their oversight, insisting that the additional funds were necessary to complete ongoing projects and address emerging priorities.

They also assured lawmakers that the departments had mechanisms in place to accelerate spending and deliver results within the current fiscal year.

However, legislators remained cautious, noting that increased funding without improved implementation capacity could lead to waste or underperformance.

Reports submitted to the committee indicated that most ministries, departments, and agencies stand to benefit from the supplementary estimates, though some sectors will experience reductions despite the overall expansion of the budget.

Among those facing cuts is the State Department for Housing and Urban Development, which will see its allocation reduced by approximately KSh816 million. The Commission on Administrative Justice is also set to lose about KSh8.9 million from its budget.

Further reductions target the Kenya National Commission on Human Rights, whose funding will drop by roughly KSh9 million, as well as the Emergency, Chronic and Critical Illness Fund, which faces a significant KSh2 billion cut.

Analysts say the reallocation of funds suggests shifting government priorities, possibly toward security, administration, or urgent economic interventions.

The debate comes amid heightened public scrutiny of government spending, particularly allocations to executive offices, which critics argue should be balanced against pressing needs such as healthcare, housing, and social protection.

Members of the Budget and Appropriations Committee emphasised the need for accountability and prudent financial management, warning that supplementary budgets should address genuine shortfalls rather than create opportunities for unnecessary expenditure.

Departmental representatives, however, maintained that the additional funds were essential to prevent stalled projects and ensure continuity of government services.

While no official committee report has yet been released, insiders say lawmakers are likely to recommend tighter oversight mechanisms and performance benchmarks to ensure that any additional funds are spent efficiently.

The committee is expected to continue receiving submissions from other departmental committees before finalising its recommendations, which will then be presented to the full House for debate and approval.

If adopted, the supplementary estimates will significantly reshape government spending plans for the remainder of the fiscal year, influencing everything from infrastructure development to public service delivery.

For President William Ruto’s administration, the outcome will be closely watched as a test of its fiscal management amid economic pressures and growing demands for accountability.
