Linturi Blows Whistle: “CSs Don’t Appoint Anyone — It’s Koskei Pulling the Strings”

Former Agriculture CS Mithika Linturi has made shocking claims that have sent waves through the political landscape. Speaking on Weru TV on Sunday, Linturi said Cabinet Secretaries in the Kenya Kwanza government have no real authority, especially over key appointments.

“Ministers have no power. They do not sign anything. Names are printed on the gazette notice claiming that they made the appointments,” Linturi declared.

Appointments Made Without His Knowledge

Linturi shared a troubling incident involving the Pyrethrum Company of Kenya (PCK). He had personally extended the director’s appointment on a Wednesday. But by Friday, a gazette notice revoked the same appointment — and he wasn’t even consulted.

“I had even confirmed to the director that his term would be extended,” he lamented. “I was shocked to see it cancelled just two days later.”

His Name Used Without Consent

In another incident, Linturi’s name appeared on a gazette notice revoking the appointment of Prof Simon Thuranira — now Vice Chancellor of Meru University — from Bukura Agricultural College.

“I didn’t make that decision. That was the first time I wrote a letter to the government printer to clarify that I had no part in it,” he explained.

Pushback Sparks Tension

He confronted Felix Koskei, the Head of Public Service, over the issue. However, Linturi says nothing changed. The tension between the two escalated. Linturi often rejected Koskei’s instructions, especially regarding appointment directives.

“My relationship with Felix Koskei was very bad because he didn’t listen. I questioned things, and that created conflict,” he admitted.

Fired for Standing His Ground?

Linturi revealed that even renewing the contract of Kubai at the Agricultural Finance Corporation (AFC) was an act of defiance.

“He asked me to appoint other people, but I refused. I told him I would rather get fired,” Linturi said with conviction.

Alarming Tribal Bias

He also lifted the lid on tribalism within parastatals. He pointed to one institution where 26 out of 40 employees were from the same tribe.

This, according to him, further exposes flaws in the government’s appointment systems — dominated by a select few, behind the scenes.

A Deepening Crisis of Trust

Linturi’s confession raises serious questions: Are CSs merely figureheads? Who is really running the show?

As investigations into public appointments continue, these allegations could signal a deeper crisis of governance, transparency, and tribal imbalance in Kenya’s leadership.
