Issack Hassan Resigns as IPOA Chair, Anne Mwangi Appointed Interim Boss

The chairperson of the Independent Police Oversight Authority, Issack Hassan, has formally stepped down after being appointed to the Court of Appeal of Kenya, triggering leadership changes within the police watchdog body.

In a statement released on Tuesday, February 17, the authority confirmed that Hassan resigned from his role to take up his new judicial duties in Nakuru County. The board announced that Vice Chairperson Ann Wanjiku Mwangi will serve as acting chairperson pending further appointments.

The transition comes at a time when the oversight body is handling sensitive investigations involving police conduct and public accountability.

“Mr Hassan has relinquished his duties following his appointment to the appellate bench, and the Vice Chairperson will assume leadership responsibilities in the interim,” the authority stated.

Witness in high-profile inquiry

Mwangi recently gained national attention after appearing before the Senate during investigations into the death of blogger Albert Ojwang. She told lawmakers the surveillance material presented to investigators had inconsistencies.

“The CCTV footage presented showed signs of interference and could not be relied upon as original evidence,” she testified at the time.

Her temporary appointment now places her in charge of steering the institution through ongoing cases involving police accountability.

Hassan’s reform record

During his tenure, Hassan oversaw wide-ranging institutional reforms aimed at strengthening public confidence in policing. Working alongside Chief Justice Martha Koome, he launched the IPOA Strategic Plan 2025–2030 focused on transparency and improved investigations.

Among the key measures he championed were the adoption of police body cameras and proposals to outlaw unmarked police vehicles, initiatives intended to reduce cases of abuse and improve traceability of officers in operations.

He also prioritized justice for victims of protest-related violence. Under his leadership, the authority documented 60 deaths linked to the 2024 Gen-Z protests, completed internal reviews in 22 cases, and forwarded several investigation files to prosecutors for possible criminal charges.

“Accountability is the foundation of trust between citizens and law enforcement,” Hassan said in an earlier address summarising the reforms.

To enhance credibility of investigations, he further recommended the establishment of an independent forensic laboratory separate from both police and the oversight authority.

Regional and international cooperation

Hassan expanded partnerships beyond Kenya by signing a capacity-building agreement with the African Policing Civilian Oversight Forum and collaborating with the British High Commission on training and governance support.

He also held joint forums with Regional Security and Intelligence Committees in areas such as Kisumu and Embu to encourage public participation in oversight processes.

Observers say his exit marks a significant institutional shift, but continuity is expected under Mwangi as Parliament prepares to vet a substantive replacement.

“The authority remains operational and committed to independent investigations during this transition period,” the board assured.

The leadership change comes amid growing national focus on police reforms and accountability, placing fresh responsibility on the interim chairperson to maintain momentum while safeguarding public trust.
