Garissa Scandal Deepens: EACC Raids Homes of County Officials Over Ksh1.2B Tender Fraud

Shock and fury have gripped Garissa County after the Ethics and Anti-Corruption Commission (EACC) raided the homes of three senior county officials. The officials are linked to a massive Ksh1.2 billion tender scandal that has rocked the region’s leadership.

Early Morning Raids Uncover Key Evidence

On Wednesday, September 17, EACC confirmed conducting simultaneous raids at multiple locations. These included the homes and offices of the suspects. A fourth individual, a former county official, is also under investigation.

“The operation was conducted under lawful search warrants and led to the discovery of critical evidence,” EACC stated.

Investigators are now piecing together documents and digital records to build a case against the officials.

Suspicious Projects Under Scrutiny

The probe centers around several questionable tenders issued in recent years. One involves the construction of a terminal wing at Garissa Airstrip. Allegedly, the tender violated procurement laws and lacked transparency.

Another project under investigation is the construction of a perimeter wall and pavilion at Garissa Primary School. EACC is probing whether due process was followed in awarding the contract.

“We are examining whether the procurement process was manipulated to benefit select individuals,” an EACC official revealed.

Medical Insurance and Catering Deals Raise Eyebrows

Additionally, the commission is investigating a medical insurance contract for county staff. Initial findings suggest inflated costs and possible conflicts of interest.

“We suspect improper beneficiaries may have profited from the deal,” the statement added.

Catering services procured by various departments are also under review. Investigators want to know whether services were delivered and if procurement laws were respected.

Ghost Workers and Payroll Fraud

Perhaps most disturbing are allegations of ghost workers. EACC suspects that non-existent individuals were added to the county payroll, draining public funds.

“We are looking into salary payments made to people who may not exist,” the commission confirmed.

Governor Jama Cooperates with Investigators

Earlier this month, Garissa Governor Nathif Jama presented himself at EACC offices. He recorded a statement following a summons issued on August 19.

“Upon conclusion of the investigation, the findings will guide the appropriate course of action,” EACC stated

Suspects could face charges including abuse of office, fraudulent acquisition of public property, and uttering false documents.

As the scandal unfolds, Garissa residents demand accountability. The stakes are high, and the truth must come out.
