DCI Opens Investigations Into Russian Man Captured Coercing Kenyan Women
The Directorate of Criminal Investigations (DCI) has launched investigations into a suspected Russian national linked to the circulation of alleged non-consensual videos involving Kenyan women, urging affected individuals to come forward and record statements.
In a statement issued on Tuesday, February 17, the agency said it was treating the matter with urgency, citing concerns over privacy violations, possible coercion, and breaches of Kenya’s cybercrime laws.
“We are deeply concerned about the reported circulation of intimate content involving Kenyan women, which is a clear violation of privacy, dignity, and the law,” the DCI said.
The agency assured victims that reporting the matter would not subject them to further harm or public scrutiny.
“We want to assure all victims that coming forward will not expose them to harm or public scrutiny. Our teams are fully equipped to handle these cases with the highest level of care, confidentiality, and professionalism,” the statement added.
Viral videos spark public outcry
Over the weekend, several videos circulated widely on social media platforms, allegedly depicting a foreign man approaching women in what appeared to be public spaces before brief interactions escalated into coercive situations. The full circumstances surrounding the encounters remain under investigation.
Some individuals claiming to be victims have since spoken online, offering varying accounts of what transpired. However, authorities have cautioned against speculation and urged the public to allow formal investigations to proceed.
Investigators are examining potential violations of the Computer Misuse and Cybercrimes Act, as well as other provisions relating to privacy, harassment, and exploitation.
“Anyone found to have participated in the recording, dissemination, or further circulation of the videos may face criminal liability under Kenyan law,” the agency warned.
Call for witnesses
Beyond victims, the DCI has appealed to witnesses or individuals with credible information about the suspect or the origin of the videos to assist investigators by recording statements.
The investigation comes amid growing concern about online exploitation and the non-consensual sharing of intimate content, which has increasingly become a focus for law enforcement agencies in Kenya.
Government response
The Ministry of Gender, Culture and Children Services also weighed in on the matter. Cabinet Secretary Hanna Wendot Cheptumo condemned the circulation of the videos and pledged coordinated government action.
“Any violation of women’s dignity and bodily autonomy is unacceptable and must be addressed firmly within the law,” the ministry stated.
Meanwhile, the Russian government, through its embassy in Ghana, acknowledged media reports concerning the alleged involvement of one of its citizens with African women, saying it had taken note of the developments. No further official comment was immediately available.
As investigations continue, authorities have urged the public to refrain from resharing the videos, warning that doing so may constitute a criminal offence.
“Protecting victims begins with refusing to amplify harmful content,” the DCI emphasised.
The case has reignited debate over digital safety, gender-based violence, and the responsibilities of social media users in preventing the spread of potentially exploitative material.
