CS Wandayi Forms 35-Member First Oil Committee to Unlock Kenya’s Petroleum Dreams

Kenya has taken a bold step toward unlocking its oil wealth.

Energy Cabinet Secretary Opiyo Wandayi has formed a powerful 35-member committee to fast-track commercial oil production in Lokichar, Turkana County.

Driving Vision 2030 Forward

In a notice published on August 22, Wandayi said the new committee will push for the approval of a Field Development Plan (FDP). This plan is key to ensuring Kenya begins oil exports by 2026.

“It is notified for the general information of the public that the Cabinet Secretary for Energy and Petroleum…appoints a committee to be known as the First Oil Technical, Commercial and Legal Working Committee,” the statement read in part.

The move is seen as a major stride in actualizing Vision 2030, which positions oil as a cornerstone of Kenya’s economic growth.

Committee’s Key Roles

According to Wandayi, the committee will negotiate technical and commercial agreements with contractors. Its goal is to secure the best deal for Kenya.

“The committee shall obtain the most favourable conditions for the government by negotiating all First Oil Technical and Commercial agreements,” the notice continued.

Additionally, the team will conduct research, seek expert consultations, and draft policies that strengthen Kenya’s oil sector.

It will also review, negotiate, and oversee the agreements guiding the development of oil fields in Blocks T6 and T7.

Unlocking Land and Infrastructure

Another crucial role of the committee will be handling land issues.

“The committee will advise, in consultation with relevant agencies, on a land access framework that guarantees long-term access for oil development,” the statement added.

The roadmap is also expected to include the creation of a crude oil export route, a vital step to ensure Kenya competes globally.

Why It Matters

Kenya has long struggled to move from oil discoveries to full production. Many citizens, especially in Turkana, feel left out of promises that never materialized.

Wandayi’s committee is therefore being viewed as a chance to finally deliver economic benefits to Kenyans. The oil sector, if fully developed, could transform communities, create jobs, and boost government revenue.

For Turkana residents who have waited over a decade since the first discovery, this announcement offers new hope.
