Counties to Receive Extra Ksh67 Billion After National Assembly Passes Landmark Bill
In a major win for devolved governance, the National Assembly has passed a new bill that adds Ksh67.68 billion to counties’ allocation. This bold move promises to transform healthcare, housing, infrastructure, and industrialisation across Kenya.
“Counties Must Deliver”—MPs Approve Bill to Boost Local Development
“This legislation ensures counties are adequately resourced,” said Budget Committee Chair Samuel Atandi. “It empowers them to deliver programmes that touch ordinary lives,” he added.
The funds will settle doctors’ salary arrears, support Community Health Promoters (CHPs), and build new county headquarters.
“We Need Jobs and Services”—Industrial Parks and Housing Get Major Boost

“This will create jobs and boost local economies,” said an MP from Nyeri.
Meanwhile, Isiolo, Lamu, Nyandarua, Tana River, and Tharaka Nithi will get funding to construct new county headquarters.
“We’ve waited years for this. It’s finally happening,” a resident from Lamu shared.
The bill also allocates 0.5% of the Housing Levy Fund to County Rural and Urban Affordable Housing Committees.
“Development Partners Step In”—Ksh57.7 Billion in Loans and Grants Approved
In a separate Fourth Schedule, MPs approved Ksh57.7 billion in conditional allocations from development partners. These funds will support vital programmes across the country.
Projects include the Food Systems Resilience Project, Drought Resilience Programme in Northern Kenya, and Kenya Devolution Support Programme (KDSP II).
“This funding will help us fight hunger and climate shocks,” said a representative from Marsabit.
Other initiatives include the Kenya Urban Support Project (KUSP II), Kenya Water, Sanitation and Hygiene (KWASH) Programme, and Kenya Informal Settlements Improvement Project (KISIP II).

“Senate Must Act Fast”—Next Step in Historic Allocation
Following the National Assembly’s approval, the bill now moves to the Senate for consideration. Citizens and leaders alike are urging swift passage.
“We can’t afford delays. Counties need this money now,” Atandi emphasized.
This development follows President William Ruto’s signing of the County Allocation of Revenue Bill 2025, which unlocked a record Ksh415 billion for counties.
