Public Uproar After Ex-CS Justin Muturi Jibes AG Dorcas Oduor for ‘Bowing to President Ruto’
Kenyans online have erupted in anger after former Public Service Cabinet Secretary Justin Muturi criticized Attorney General Dorcas Oduor for bowing to President William Ruto.
A viral photo shows AG Oduor appearing to curtsy while greeting the president. The undated photo sparked instant reactions after Muturi condemned her actions in a statement issued on July 3.
“As a former Attorney General, I can confidently say: I would never have done this,” Muturi wrote.
“I cannot, and will not, worship any human being. This image of AG Dorcas Oduor nearly kneeling before the President is disturbing.”
Muturi added that her actions exposed a deeper problem within the Cabinet. He claimed ministers operate in fear, not freedom.

“It confirms what I once said, the Cabinet operates under fear,” Muturi stated.
“We must reject this culture of submission. It breeds authoritarianism, not leadership.”
But Kenyans were quick to remind him of his own actions. They shared a photo of Muturi bowing to President Ruto during his 2022 swearing-in as CS.
The backlash was swift. Many Kenyans labeled his statement as hypocritical and politically charged, especially since he has recently turned against Ruto.

“This is part of our African norms. This is what it should always be,” wrote Samwel Wekesa, defending Oduor’s gesture.
Others saw a deeper meaning in Muturi’s comments, connecting them to the broader state of governance and justice in the country.
“Hon. Justin Muturi’s rebuke echoes Cicero’s warning: ‘The more laws, the less justice,'” activist Mong’are Okong’o posted.
“When the Attorney General stoops near kneeling before power, justice stands compromised.”
“The office meant to serve the Constitution must not genuflect to men. Dorcas Oduor’s posture mirrors a republic in retreat, where legal fidelity bows to executive grace. Let institutions rise, not kneel!”
Muturi’s attacks come months after he was dropped from Cabinet in a March 26 reshuffle. He was replaced by Geoffrey Ruku. Since then, he has openly criticized the Ruto administration.

In a fiery statement on May 15, he even demanded the President’s resignation.
“I would advise William Ruto to do the honourable thing,” he said.
“Please, Mr President, resign. You are unfit to be in that office. You have become an incorrigible liar.”
Meanwhile, AG Oduor has remained silent on the issue. She made history in 2024 by becoming Kenya’s first woman Attorney General after her appointment by President Ruto.
