CS Ruku Announces Digital Recruitment System to Eliminate ‘Corrupt’ Hiring

The Cabinet Secretary for Public Service, Ruku, has unveiled plans to introduce a fully digital recruitment system aimed at eliminating corruption and enhancing fairness in public sector hiring.

Speaking in Yatta on Tuesday, April 21, during the distribution of relief food, the CS acknowledged long-standing concerns over the integrity of recruitment processes in government institutions. He noted that for years, access to public employment had often been influenced by personal connections and informal networks, leaving many qualified candidates sidelined.

“We must use technology to do recruitment so that all the recruitment in Kenya can be fair, transparent and equitable,” Ruku stated.

The proposed system, according to the CS, will leverage digital platforms to automate key stages of the recruitment process, including document verification and candidate assessment. Applicants will be required to upload their credentials and respond to structured evaluation questions, with the system determining eligibility based on predefined criteria.

“We will make sure that we have a recruitment technology where if you upload your documents and answer questions, it will be automatically known who deserves to be hired by the government agency that is hiring,” he added.

Ruku explained that the initiative is designed to minimise human interaction in hiring decisions, thereby reducing opportunities for manipulation, favoritism, and bribery. He emphasised that merit-based evaluation would form the cornerstone of the new approach, ensuring that only qualified candidates are selected.

“There won’t be issues where a qualified Kenyan with the required experience has to seek employment from people in government. It will ensure that there is minimal human interaction when it comes to the recruitment of human resources in government,” he said.

The announcement signals a significant shift from the traditional, largely manual recruitment processes that have characterised Kenya’s civil service for decades. Analysts suggest that the transition to a digital system could improve efficiency, reduce processing times, and enhance accountability across government agencies.

The move also aligns with the broader digitisation agenda being implemented across various government departments. In recent months, authorities have rolled out several initiatives aimed at integrating technology into service delivery, with the goal of improving transparency and accessibility.

Members of the public in Machakos welcomed the proposal, expressing optimism that the new system would level the playing field for job seekers who lack political or social connections.

“Taking this recruitment process online will be good because it will be balanced across all sectors, whereas before, you were being employed depending on who you knew at the service,” said one resident during the event.

The introduction of the digital recruitment platform is expected to complement other reforms within the public service sector. Recently, the ministry indicated plans to deploy artificial intelligence tools to monitor employee conduct while on duty, as part of efforts to enhance accountability and performance management.

Additionally, discussions are ongoing regarding a potential shift from permanent and pensionable employment terms to contract-based arrangements, a proposal that has sparked debate among stakeholders on job security and workforce stability.
