KRA Seizes Ksh46.7M Smuggled Goods Hidden in Passenger Bus

The Kenya Revenue Authority (KRA) has intercepted a passenger bus allegedly being used to transport smuggled cigarettes, shisha tobacco and powdered milk valued at an estimated Ksh46.7 million.

The seizure was made during an intelligence-led operation targeting a suspected smuggling network operating along the Uganda-Kenya route. According to KRA, the consignment was being transported towards Nairobi after entering the country through routes associated with illicit trade.

The taxman said the intercepted goods represented approximately Ksh29.17 million in taxes at risk, highlighting the potential revenue losses caused by the illegal movement of taxable goods.

KRA said its intelligence indicated that a passenger bus was being used as cover to transport excisable products sourced from Uganda before they were moved to a collection point in Busia.

“The intelligence indicated that the suspect was using a passenger bus as cover to transport excisable products sourced from Uganda through porous border routes to a pick-up point in Busia.”

Following the intelligence, KRA enforcement officers mounted an operation in Eldoret town to intercept the vehicle and the person suspected of coordinating the consignment.

However, the suspect allegedly noticed the enforcement team and fled from the scene. Officers pursued him before eventually arresting him in the Kondoo area near Burnt Forest.

The passenger bus was escorted back to Eldoret and taken to a KRA warehouse, where officers conducted a detailed inspection.

The search uncovered specially constructed compartments inside the bus. KRA said the spaces had allegedly been designed to conceal the goods and make them difficult for enforcement officers to detect during routine checks.

Among the items recovered were cigarettes valued at approximately Ksh30.6 million. Officers also seized shisha tobacco and related accessories estimated at Ksh8.4 million.

The shisha consignment included tobacco flavours, filters, pots and bowls.

Powdered milk products worth approximately Ksh7.77 million were also recovered during the operation.

The discovery has raised concerns over increasingly sophisticated methods allegedly being used by smugglers to move taxable goods through major transportation corridors.

“The concealment of the goods in specially configured compartments within a passenger bus points to the increasingly sophisticated methods employed to evade detection along major transportation corridors.”

KRA said the operation was part of broader efforts to strengthen surveillance and intelligence gathering along key routes used by smugglers.

The authority said its enforcement teams would continue targeting networks involved in the illegal importation, transportation and distribution of goods in the Kenyan market.

According to KRA, such operations are intended to protect government revenue while also addressing the wider effects of smuggling on consumers and legitimate businesses.

“These efforts are aimed at protecting public health, legitimate businesses from unfair competition, safeguarding government revenue and promoting compliance with tax and customs laws.”

The latest interception comes as Kenyan authorities continue intensifying efforts against illicit trade, particularly involving products that attract excise duty and other taxes.

Smuggling remains a challenge for revenue collection because untaxed goods can enter the market at lower prices than legally imported products. Authorities have also raised concerns about the movement of products through porous border points and the use of concealed storage spaces in vehicles.

KRA is expected to process the seized goods and proceed with investigations to establish the individuals and wider network allegedly involved in the consignment.

The seizure also demonstrates the role of intelligence-led enforcement in identifying unusual transportation patterns and intercepting consignments before they reach their intended destinations.
