Relief for Millions: Government Waives ID Replacement Fees for Six Months

In a major boost for citizens, the government has announced a six-month waiver on fees for replacing national ID cards and updating personal details. The move, effective immediately, aims to ease access to vital identification documents for millions of Kenyans.

“No Fees for Six Months” — Murkomen Confirms Waiver

Interior Cabinet Secretary Kipchumba Murkomen made the announcement through a special gazette notice released Friday. He emphasized that the waiver aligns with President William Ruto’s directive to make identification services more accessible.

“The Government has today issued a special gazette notice waiving the fees charged for the replacement of IDs and changing of particulars for a period of six months,” Murkomen stated.

He added that the initiative complements other reforms, including free IDs for first-time applicants and scrapping authentication fees for birth certificates.

“Take Advantage Now” — Citizens Urged to Act Fast

Murkomen urged Kenyans to utilize the waiver period wisely. He stressed that the relief is temporary and will expire after six months.

“I encourage all Kenyans to apply for new or replacement ID cards before normal charges resume,” he said.

This announcement comes as a lifeline for many who have struggled with bureaucratic delays and financial barriers.

“We’re Removing Barriers” — Ruto’s Vision for Inclusive Access

President William Ruto had earlier emphasized the importance of removing obstacles to voter registration and national documentation.

“We will ensure no one is denied the opportunity to register as a voter because they lack an identification card,” Ruto said on October 28.

He explained that the fees were initially introduced to prevent abuse of free services but would now be suspended until after the 2027 elections.

“Confusion Clouds Rollout” — Huduma Kenya Contradicts Directive

Despite the announcement, confusion emerged on Wednesday when Huduma Kenya dismissed reports of the fee suspension. Their statement contradicted Ruto’s directive, sparking public concern.

“There is no official communication regarding the waiver of the Ksh1,000 replacement fee,” a Huduma official claimed.

This contradiction raised questions about coordination between government agencies and the clarity of implementation.

“History of Shifting Policies” — Citizens Recall Past Changes

In May 2024, then Interior CS Kithure Kindiki gazetted new charges: Ksh300 for new IDs and Ksh1,000 for replacements. However, in March 2025, the government reversed the directive, allowing free applications.

“We’ve seen these changes before. Let’s hope this time it sticks,” said a Nairobi resident.
