Soipan Tuya Defends KDF Role in Multi-Billion Siaya Projects

Defence Cabinet Secretary Soipan Tuya has broken her silence over the involvement of the Kenya Defence Forces (KDF) in two mega development projects in Siaya.

Speaking at a groundbreaking ceremony, Tuya explained that the military’s role is purely technical and not about taking away jobs from locals.

KDF Not Taking Away Jobs

The CS assured residents that locals would still benefit from employment opportunities.

“Let me be clear. When KDF supports these projects, they don’t take away jobs from our young people and women. The jobs remain here in Siaya,” Tuya stated.

She stressed that the soldiers were only present to improve standards and ensure completion on time.

“KDF’s role is to offer technical support and supervision, ensuring efficiency, quick turnaround, and strict adherence to timelines.”

Billions Pumped Into Siaya

The projects include the upgrade of the Jaramogi Oginga Odinga Stadium and the expansion of the Siaya County Referral Hospital. Together, they are valued at over Ksh2.2 billion.

The hospital alone is receiving a massive boost, with Ksh500 million allocated for a new patient block. The county’s Ksh1.7 billion master plan seeks to transform the facility into a modern three-wing complex.

When complete, the hospital will have 500 beds connected to an existing operating theatre. This will make specialised healthcare more accessible for thousands of families.

Tuya: A Game-Changer for Health and Jobs

The Defence CS underlined the wider impact of the projects.

“This new facility will provide specialised care, create jobs for our young people, and deliver better healthcare for the people of Siaya,” Tuya remarked.

She called the projects a long-term investment in health, employment, and dignity for the people.

Governor Orengo Backs KDF Involvement

Siaya Governor James Orengo welcomed the government’s decision to involve the military, calling it a boost for the region.

He described the referral hospital upgrade as a landmark project for communities around Lake Victoria.

“This project is a game-changer. It will transform health access, uplift families, and strengthen Siaya’s economy,” Orengo said.

The governor also commended the national government for supporting development in counties through innovative approaches.

Hope for Siaya

For decades, Siaya residents have struggled with limited health services. With the KDF’s technical expertise and billions in investment, the county now stands at the edge of transformation.
