Ruto Appoints Frank Ole as Denmark Ambassador, Names Deputies to Somalia, Russia and Tanzania
President William Ruto has announced a raft of new diplomatic appointments, nominating Kosiom Frank Ole Kibelekenya as Kenya’s Ambassador to Copenhagen, Denmark, and appointing three deputy ambassadors to key foreign missions in Somalia, Russia and Tanzania.
The appointments were made under Presidential Action No. IV of 2026 and formally communicated on Friday, February 6, by Chief of Staff and Head of the Public Service Felix K. Koskei. The nomination of a full ambassador to Denmark marks the establishment of a new Kenyan diplomatic mission in the Nordic country, a move approved by the Cabinet as part of Kenya’s broader foreign policy and economic diplomacy strategy.
In a statement from State House, Koskei said the nominations were aimed at strengthening Kenya’s diplomatic footprint and advancing national interests abroad. “His Excellency the President has nominated and appointed the following persons to serve in Kenya’s foreign missions, in line with the Constitution and applicable statutes,” the statement read.

Frank Ole Kibelekenya’s nomination as Ambassador to Denmark has been transmitted to the National Assembly for parliamentary vetting and approval, as required by law. Once approved, he will spearhead Kenya’s diplomatic engagement with Denmark, with a focus on trade, climate cooperation, development partnerships and multilateral engagement within Europe.
Alongside the ambassadorial nomination, President Ruto appointed Elias Bare Shill as Deputy Ambassador to Mogadishu, Somalia, reinforcing Kenya’s diplomatic and security engagement with its neighbour. Somalia remains a critical partner for Kenya in regional security, counter-terrorism efforts and cross-border trade.
In another key redeployment, Ambassador Dr Joseph Warui has been posted to Moscow, Russia, as Deputy Ambassador. The move comes at a time when Kenya is recalibrating its relations with major global powers, balancing diplomatic engagement with economic interests, education exchanges and multilateral cooperation.
President Ruto also appointed Ambassador Mohammed Hussein Nur as Deputy Ambassador to Dar es Salaam, Tanzania, underscoring the importance of Kenya-Tanzania relations within the East African Community (EAC). The two countries share deep economic, political and social ties, with cooperation spanning trade, infrastructure, tourism and regional integration.
According to State House, the latest appointments reflect the administration’s commitment to professionalising Kenya’s foreign service and aligning diplomatic postings with strategic national priorities. “These appointments are intended to enhance Kenya’s bilateral and multilateral engagements, promote economic diplomacy, and protect the interests of Kenyans abroad,” the statement added.
Diplomatic analysts note that the creation of a full ambassadorial mission in Denmark signals Kenya’s intention to deepen relations with Nordic countries, particularly in areas such as renewable energy, climate action, education and technology. Denmark has been a longstanding development partner to Kenya, supporting governance reforms, green growth initiatives and humanitarian programmes.
At the same time, the deputy ambassadorial appointments to Somalia, Russia and Tanzania come amid evolving regional and global dynamics, where effective diplomacy is seen as crucial for safeguarding national security, attracting investment and advancing Kenya’s voice on the international stage.

The nominees are expected to assume their roles once all procedural requirements, including parliamentary approval where applicable, are completed. Until then, the Ministry of Foreign and Diaspora Affairs will continue to coordinate Kenya’s engagements in the affected missions.
President Ruto’s latest diplomatic appointments add to a series of changes within the foreign service as his administration seeks to reposition Kenya as an influential regional and global actor.
