NCIC, IEBC Threaten to Disqualify 15 Politicians from 2027 Polls Over Hate Speech

NAIROBI, Kenya – At least 15 politicians risk being locked out of the 2027 General Election as Kenya’s electoral and security agencies launch an aggressive campaign against hate speech, ethnic incitement and inflammatory political rhetoric.

The warning was issued on Monday, August 3, during a joint briefing bringing together the National Cohesion and Integration Commission (NCIC), the Independent Electoral and Boundaries Commission (IEBC), the Office of the Registrar of Political Parties (ORPP), the National Police Service (NPS), the Ethics and Anti-Corruption Commission (EACC), the Directorate of Criminal Investigations (DCI) and the Communications Authority of Kenya (CA).

The agencies unveiled a multi-agency enforcement framework designed to monitor political activities, investigate cases of hate speech and prosecute leaders whose conduct threatens national unity ahead of the 2027 polls.

The move comes amid growing concern over increasingly hostile political campaigns, with officials warning that divisive rhetoric, particularly on social media and at political rallies, could undermine peaceful elections if left unchecked.

15 Leaders Could Miss the Ballot

Speaking during the launch, Political Parties Liaison Committee (PPLC) Chairperson Evans Omae revealed that the agencies had agreed to take firm action against politicians who violate electoral and cohesion laws.

“Some of the people you see here campaigning will not see the ballot because they will be disqualified. We have agreed with colleagues here that we must disqualify at least 15 people,” Omae declared.

His remarks underscore what authorities describe as a shift from warnings to enforcement, with agencies pledging to hold politicians accountable regardless of their status or political affiliation.

Officials said the initiative is intended to ensure that the country does not repeat episodes of politically motivated violence witnessed during previous election cycles.

Concern Over Rising Political Intolerance

The agencies noted that hate speech has increasingly migrated beyond public rallies to digital platforms, where inflammatory content continues to spread rapidly.

In a joint statement, the institutions warned that unchecked ethnic insults, political intolerance and abusive language pose a serious threat to national cohesion.

“Our public spaces and digital platforms alike are awash with hate speech, ethnic contempt, vulgar language and unprintable political intolerance. Left unchecked, this trend sets the nation on a dangerous and unacceptable trajectory,” the agencies stated.

They emphasized that freedom of expression is protected under the Constitution but does not extend to hate speech, incitement or advocacy of ethnic hostility.

New Multi-Agency Committees Formed

To strengthen enforcement, the agencies announced the formation of a High-Level Multi-Agency Steering Committee and a Technical Operations Committee.

The two bodies will coordinate surveillance of political activities, collect and preserve evidence, oversee investigations and facilitate prosecutions involving hate speech, electoral violence and political incitement.

Authorities said the committees will operate under a shared accountability framework, enabling institutions to exchange information and respond swiftly to emerging threats.

Those found culpable could face a range of penalties, including warnings, criminal prosecution, financial penalties and, where the law permits, disqualification from contesting elective office.

IEBC Reaffirms Commitment to Peaceful Elections

IEBC Chairperson Erastus Ethekon reiterated the electoral body’s commitment to safeguarding credible and peaceful elections, saying the commission would work closely with partner agencies to enforce electoral laws.

“We cannot conduct elections in an environment characterised by incitement, division and violence,” Ethekon said.

He also confirmed that the commission is expected to gazette the official 2027 election campaign period later this month, paving the way for stricter enforcement of campaign regulations.

Recent Political Controversies

The renewed crackdown follows several high-profile incidents involving political leaders accused of making inflammatory remarks.

Health Cabinet Secretary Aden Duale recently called on NCIC to summon Democracy for the Citizens Party (DCP) leader Rigathi Gachagua over alleged tribal comments, accusing the commission of applying double standards in handling hate speech complaints.

Separately, Mukurwe-ini MP John Kaguchia has also attracted criticism after remarks urging residents not to support President William Ruto in the 2027 General Election. His comments sparked widespread debate and prompted investigations by law enforcement agencies.

Officials say such incidents illustrate the urgent need for coordinated action before political campaigns intensify further.

Warning to Political Leaders

The agencies concluded by urging all political parties, aspirants and supporters to conduct campaigns responsibly and avoid statements that could inflame ethnic tensions or undermine public order.

They stressed that the upcoming General Election must be defined by issue-based politics rather than divisive rhetoric.

With preparations for the 2027 polls gathering momentum, Kenya’s electoral and security institutions have signaled that they are prepared to enforce the law more aggressively than in previous election cycles, warning that politicians who cross the line may not only face prosecution but could ultimately lose their chance to appear on the ballot.
