NAIROBI, Kenya — Kenya has taken a major step toward transforming its aviation sector after the government awarded a Ksh375.4 billion contract for the expansion and modernization of Jomo Kenyatta International Airport (JKIA) to Chinese state-owned construction giant China Communications Construction Company.

The ambitious project, valued at approximately $2.9 billion, is expected to significantly increase the airport’s passenger handling capacity, modernize aging infrastructure, and position Kenya as a leading aviation hub in Africa.

The contract award marks one of the largest infrastructure investments undertaken under the government’s newly established National Infrastructure Fund (NIF), which President William Ruto has championed as a key vehicle for financing strategic national projects.

The development comes months after President Ruto announced that construction works at JKIA would commence in June 2026 following the government’s acquisition of seed capital generated from the privatization of the Kenya Pipeline Company.

According to reports, the airport expansion will be implemented under a comprehensive 20-year master plan running until 2045, providing a roadmap for phased development, infrastructure modernization, and long-term financial sustainability.

A New Era for Kenya’s Aviation Industry

JKIA remains East Africa’s busiest airport and serves as the primary gateway into Kenya for millions of international travelers, tourists, investors, and cargo operators.

Government officials have consistently argued that the facility has struggled to keep pace with growing passenger numbers and increasing regional competition from airports in countries such as Ethiopia, Rwanda, and South Africa.

The planned expansion seeks to address these challenges by introducing modern infrastructure capable of supporting future growth while improving efficiency and passenger experience.

Speaking earlier this year about the project, President Ruto emphasized the need to upgrade the airport to meet international standards and strengthen Kenya’s competitiveness in global aviation.

“We must modernize our infrastructure to support trade, tourism, and investment while positioning Kenya as the preferred gateway to Africa,” the President said during a previous address on infrastructure development.

What the Expansion Will Include

The project will be executed in two major phases.

The first phase focuses on upgrading existing facilities and operational systems. These improvements will include modernization of taxiways, terminal processing areas, passenger access roads, digital infrastructure, and airport management systems.

Government projections indicate that these upgrades alone could increase JKIA’s capacity to approximately 12 million passengers annually within the first 18 months.

The second phase will involve large-scale construction works aimed at fundamentally transforming the airport.

Among the key projects planned are the construction of a new 4,500-metre parallel runway and a 230,000-square-metre passenger terminal designed to handle an additional 10 million passengers every year.

The new terminal is expected to feature a modern X-shaped architectural design intended to improve passenger movement, reduce congestion, and enhance operational efficiency.

Industry analysts believe the expansion could significantly boost Kenya’s attractiveness as a regional aviation and logistics hub.

Funding Questions Remain

Despite excitement surrounding the project, questions remain over how the government intends to finance the remaining balance after allocating an initial Ksh20 billion from proceeds generated through the Kenya Pipeline Company transaction.

While officials have confirmed that seed capital is already available, details regarding financing for the remaining Ksh355 billion have not yet been publicly disclosed.

Economists note that clarity on financing arrangements will be crucial to ensuring smooth implementation without placing excessive pressure on public finances.

Chinese Firms Deepen Infrastructure Presence

The contract also signals a renewed partnership between Kenya and Chinese infrastructure firms following the collapse of an earlier airport concession arrangement involving India’s Adani Group.

Chinese contractors have played a significant role in Kenya’s infrastructure development over the past decade, delivering landmark projects including the Nairobi Expressway, the Standard Gauge Railway, and several major highway projects across the country.

Aviation stakeholders have welcomed the JKIA expansion plan, arguing that improved airport facilities will strengthen tourism, attract foreign investment, create jobs, and support economic growth.

As preparations for construction gather pace, attention will now shift to financing arrangements, implementation timelines, and the project’s potential impact on Kenya’s long-term ambition of becoming Africa’s premier aviation gateway.
