Kenya Approves U.S.-Backed Ebola Quarantine Facility in Laikipia Amid Rising Legal and Public Concerns

Kenya has approved a controversial United States-backed plan to establish an Ebola quarantine and treatment facility in Laikipia County, with Washington committing approximately Ksh1.7 billion toward strengthening the country’s Ebola preparedness and emergency response systems.

The development follows a high-level phone conversation between President William Ruto and U.S. Secretary of State Marco Rubio on Thursday, May 28, amid growing fears over the worsening Ebola outbreak in the Democratic Republic of Congo (DRC) and the risk of regional spread into East Africa.

According to a statement released by U.S. State Department spokesperson Tommy Pigott, the two leaders discussed regional health security, emergency preparedness, and joint efforts to strengthen Kenya’s capacity to respond to highly infectious diseases.

During the call, the United States reportedly pledged approximately Ksh1.74 billion to support Kenya’s Ebola preparedness infrastructure, medical systems, surveillance operations, and emergency response coordination.

Sources familiar with the discussions further revealed that Kenya had already granted written approval allowing the United States to access land at an air force facility in Laikipia County where the quarantine centre will be established.

The proposed facility is expected to become operational within one week and will initially consist of a 50-bed field hospital designed to handle quarantine, isolation, and emergency treatment services. Reports indicate the site has capacity for future expansion to approximately 250 beds if the outbreak situation worsens.

“The facility is designed to provide access to high-quality care for Americans who would need to quickly get out of DRC and quarantine without the risks of a lengthy transport back to the U.S.,” a U.S. government official stated.

The project is reportedly being coordinated jointly by the U.S. Departments of State, Defense, and Health and Human Services, with members of the U.S. Public Health Service already undergoing specialized deployment training at Joint Base Andrews in Maryland before being sent to Kenya.

The latest developments come amid rising international concern over Ebola transmission in Central and East Africa after cases linked to the outbreak were reported in Uganda, increasing fears of cross-border spread within the region.

Health experts say Kenya’s relatively advanced medical infrastructure, strategic regional transport position, and strong international partnerships make it a critical hub for regional disease response coordination.

However, the announcement has triggered intense public debate and growing legal challenges within Kenya.

On Wednesday, May 27, the Ministry of Health confirmed it was engaged in discussions with the United States and other international partners regarding cooperation on Ebola preparedness and response measures.

Even so, the ministry stopped short of publicly confirming the establishment of a quarantine centre specifically designated for foreign nationals.

Sources involved in the negotiations further indicated that Kenya had initially proposed the facility be accessible to all nationalities exposed to the virus and not exclusively reserved for American citizens, although it remains unclear whether Washington accepted that condition.

The plan reportedly gained urgency after U.S. Secretary of State Marco Rubio announced that Ebola-infected individuals, including American citizens, would not be allowed direct entry into the United States during the ongoing outbreak.

Several Americans exposed to Ebola have already been transferred to European countries for monitoring and treatment, including one infected doctor flown to Germany alongside several exposed U.S. nationals, while another doctor was transferred to the Czech Republic.

Back home, however, the proposed facility has sparked legal and constitutional concerns from civil society organizations and rights groups.

On Thursday, May 28, the Katiba Institute, the Law Society of Kenya (LSK), and other lobby groups filed court petitions seeking to block the establishment of any Ebola quarantine, isolation, or treatment facility linked to foreign governments on Kenyan soil.

“Katiba Institute is asking the Court to determine whether the Executive can expose the public to such significant risks without complying with constitutional safeguards,” part of the petition states.

The petitioners are demanding full public disclosure of all agreements, memoranda, biosafety approvals, environmental assessments, and emergency preparedness plans associated with the proposed Laikipia facility.

Meanwhile, the Ministry of Health has continued to reassure Kenyans that the country remains fully prepared to contain any Ebola-related threats, insisting that all international health collaborations will strictly comply with Kenyan law, biosafety standards, and public health regulations.

The High Court is expected to issue directions on the petitions in the coming days as scrutiny over the proposed facility intensifies across political, legal, and public health circles.
