CS Duale Warns Kenyans About Individuals Charging SHA Registration
Health Cabinet Secretary Aden Duale has issued a stern warning to Kenyans about a new scam. Unscrupulous individuals are charging unsuspecting citizens for Social Health Authority (SHA) registration, which is completely free.
Speaking before the National Assembly on Wednesday, April 16, Duale revealed that fraudsters are exploiting the public’s lack of awareness of the new healthcare system.
“Public awareness on SHA remains low,” Duale told MPs. “Some individuals are exploiting this gap by misleading Kenyans and charging them for registration, which is completely free.”
The warning came amid growing concerns over the rollout of SHA, which aims to replace the National Health Insurance Fund (NHIF) with a more inclusive system.
According to the CS, these con artists are using the Means Testing Tool, designed to evaluate one’s ability to pay premiums. Fraudsters pretend to “assist” people with registration. In reality, they pocket cash while offering a free service.

“There is a manipulation of the Means Testing Tool,” Duale explained. “There are people who take Kenyans to guide them, then take money from them.” He added firmly, “I want to tell Kenyans that registration is free. No one should charge you anything.”
“Kenyans are still apprehensive about reforms,” he said. “But this system is transparent, efficient, and will transform healthcare access.”
In the face of these scams, SHA registration numbers have soared. Duale noted that about 40,000 people register daily, with counties in Central Kenya—especially Nyeri—leading in new registrations.
This isn’t the first scam Duale has flagged in recent days. On Monday, April 14, he revealed another disturbing practice. Rogue health practitioners are faking surgical procedures to siphon funds from national insurance.
“We are aware of hospitals making false surgery claims,” Duale disclosed. “My ministry will involve other agencies to investigate and punish the culprits.”
CS Duale’s warnings come with a strong message: Kenyans must stay alert. “If someone asks you for money to register for SHA, report them immediately,” he urged.
