Amnesty Kenya Boss Irungu Houghton Accepts Ruto’s Appointment to Panel on Protest Victims

Human rights defender Irungu Houghton has officially accepted President William Ruto’s appointment to the Panel of Experts on Compensation of Victims of Demonstrations and Public Protests.

Amnesty Welcomes the Appointment

In a statement on Tuesday, August 26, Amnesty Kenya Board Chairperson Stellah Bosire confirmed the development.

“Amnesty International Kenya welcomes the appointment of Irũngũ Houghton to the Panel of Experts on Compensation of Victims of Demonstrations and Public Protests,” the organisation stated.

The board urged the new panel to deliver more than symbolic gestures. It called for financial compensation, truth-telling, memorials, legal reforms, rehabilitation, and guarantees of non-repetition.

From Critic to Adviser

Houghton, who currently serves as Amnesty Kenya’s Executive Director, has often criticised the government. He strongly condemned police brutality and accused the Executive of sanctioning violent crackdowns during past protests.

His new role, therefore, raised questions among observers. In the past, some of Ruto’s critics shifted allegiances after joining government-backed initiatives.

However, Amnesty clarified that Houghton’s mandate would remain limited.

“Irũngũ Houghton joins the Panel in an advisory role in his personal capacity. His appointment will not limit his responsibility to lead Amnesty’s advocacy, litigation, and pursuit of command responsibility for the abuses that have occurred,” Amnesty said.

The organisation stressed that Houghton’s paramount loyalty remains with victims’ families seeking justice.

Panel’s Broad Mandate

The panel, chaired by Ruto’s Senior Advisor on Constitutional and Legal Affairs Makau Mutua, will serve for 120 days. LSK President Faith Odhiambo Mony will deputise him.

Other members include former Solicitor General Kennedy N. Ogeto, Dr Duncan Ojwang’, Juliet Chepkemei, Pius Metto, Naini Lankas, Fatuma Kinsi Abass, Raphael Anampiu, and Dr Francis Muraya.

The technical team will be led by Richard Barno, assisted by Dr Duncan Okelo Ndeda, with Jerusah Mwaathime Michael and Dr Raphael Ng’etich as joint secretaries.

The panel’s mandate is comprehensive. It will design frameworks to verify victims, authenticate data from bodies like IPOA and KNCHR, and recommend reparations. Their report will then be submitted directly to President Ruto.

Commitment to Victims

Despite speculation over shifting alliances, Amnesty insisted that Houghton’s focus will not waver.

“He will remain bound by the paramount interests of the victims’ families and their demand for judicial redress,” the board reaffirmed.

The panel’s findings are expected to shape a historic reparations package for victims of demonstrations, offering both financial relief and symbolic justice.

For many Kenyans, the process could mark a turning point in addressing decades of impunity linked to protest violence.
