Amisi Raises Alarm Over Delayed AG, COB Reports: “Looting Continues While We Wait”

Saboti MP Caleb Amisi has sounded a powerful warning over the unchecked looting in government institutions. He blames the delayed implementation of Auditor General (AG) and Controller of Budget (COB) reports for enabling rampant corruption.

Parliament’s Hands Tied by Timing and Volume

Speaking on Citizen TV, Amisi revealed that Parliament often receives audit reports just three months before recess. This leaves committees scrambling to review over 200 parastatals in record time.

“Audits are conducted three months after the financial year ends. With 200 parastatals, how can Parliament review all accounts?” Amisi asked.

He added that Parliament goes on recess from December to February, meaning reviews only begin in March

“Effectively, we have no time. It’s an exercise in futility,” he lamented.

Reports Gather Dust, Looters Walk Free

Even when committees manage to submit findings, Amisi says investigative agencies fail to act. He questioned whether the Directorate of Criminal Investigations (DCI) or Ethics and Anti-Corruption Commission (EACC) can handle the backlog.

“When the Committee of Implementation submits its report, who takes it up? That’s where the problem lies,” Amisi stated.

He warned that this delay creates loopholes, allowing corrupt officials to continue looting public resources without fear.

“People have taken advantage of the disconnect. Looting continues while we wait,” he added.

Legislation Must Change, Says Amisi

To fix the broken system, Amisi called for urgent legislative reforms. He believes the current framework makes it impossible for Parliament to enforce accountability.

“We must solve this problem via legislation. The current design is not feasible,” he urged.

His remarks follow a damning AG report revealing Kenyans paid over Ksh2.1 billion in unlawful transaction fees via the eCitizen platform. The government allegedly ignored Gazette Notice No. 9290/2014, which capped the fee.

Additionally, the COB’s latest County Budget Implementation Review exposed glaring irregularities, especially in Nairobi. Counties reportedly splashed millions on domestic travel while development stalled.

Public Outcry Grows Louder

Kenyans are demanding answers. Many feel betrayed by institutions meant to protect public funds. Amisi’s revelations have reignited calls for transparency and swift justice.

“We need action, not excuses. The looting must stop,” said a Nairobi resident.

As Parliament prepares for its next session, pressure mounts to overhaul the system and restore public trust.
