KeRRA Boss Philemon Kandie Quits Amid Explosive Protest Scandal
The Director General of Kenya Rural Roads Authority (KeRRA), Philemon Kandie, has stepped down in a dramatic turn of events. This comes just days after he was linked to alleged misconduct during the recent June national protests.
KeRRA confirmed his resignation in a statement issued on Friday, July 11.
“The Authority wishes to inform the general public of the resignation of Eng. Philemon Kandie, MBS, as the Director General of Kenya Rural Roads Authority, effective 11th July, 2025,” read the statement.
Resignation Letter Goes Public
Government Spokesperson Isaac Mwaura shared Kandie’s resignation letter online, further fueling speculation about the motive behind the sudden exit. In the letter, Kandie offered a three-month notice, expressing a desire to proceed on 45 days of annual leave.

“This letter serves as a formal notification of my resignation from the position of Director General at Kenya Rural Roads Authority,” Kandie wrote.
“I give a notice of three months effective 11th July 2025, with my last day of employment being 10th October 2025.”
“I wish to proceed on my 45 days’ annual leave during the period of my notice effective 14th July 2025,” he added.
Court Petition Adds Fuel to the Fire
Just over a week earlier, on July 2, a petition had been filed at the High Court. The petitioner accused Kandie of playing a key role in the funding of the chaotic protests. Shockingly, the claims stated that public resources may have been used to support violent groups.
“The respondent used shell companies and connected contractors to siphon state funds,” alleged the petitioner.

“These entities financed logistics and operations behind the protests, compromising national security while he held public office.”
The allegations include abuse of office, misuse of public funds, breach of public trust, and failure to uphold Chapter Six values of the Constitution.
Demand for Accountability
The petitioner demanded that the court declare Kandie unfit to hold any public office and compel the Ethics and Anti-Corruption Commission (EACC) to launch a full investigation.
“We seek a permanent injunction barring him from ever holding any public office again,” the petition emphasized.
Interim Replacement Announced
Following Kandie’s departure, KeRRA announced that Jackson K. Magondu, Director of Planning, Design, and Environment, would serve as Acting Director General until further notice.

This resignation comes at a sensitive time when public confidence in government agencies is already at a low.
